Job BriefThe Trade Bank of Iraq (TBI) is seeking a vigilant and analytical Fraud Officer to join the Anti-Fraud Unit at its Saudi Arabia Branch, with responsibilities spanning fraud prevention, detection, investigation, and reporting across the Branch's products, channels, and internal processes.This role is central to protecting the Bank and its customers from financial and operational fraud, and to ensuring that the Branch's counter-fraud arrangements remain fully aligned with the Saudi Central Bank (SAMA) Counter-Fraud Framework and related regulatory requirements. The Fraud Officer will monitor transactions and alerts, investigate suspected fraudulent activity, identify control weaknesses, and recommend corrective measures in coordination with Operations, IT, Information Security, Risk, and Compliance.The ideal candidate will demonstrate strong investigative and analytical skills, sound judgment under pressure, high integrity and discretion, and the ability to document findings clearly and objectively in both Arabic and English.Key Responsibilities• Monitor transactions, alerts, and customer activity across the Branch's channels to identify suspected fraudulent or unusual behaviour.• Investigate suspected internal and external fraud cases, gather and preserve evidence, document findings, and prepare formal investigation reports with recommendations.• Escalate confirmed and suspected fraud incidents to the Head of Compliance & AML and senior management in line with the approved escalation matrix and agreed timeframes.• Prepare and submit fraud incident notifications and periodic fraud reports to SAMA and other relevant authorities in accordance with regulatory requirements.• Support the implementation and ongoing maintenance of the Branch's Counter-Fraud Framework, policies, procedures, and control standards.• Assist in conducting fraud risk assessments across products, services, channels, and processes, and maintain the fraud risk register.• Identify control weaknesses and root causes arising from fraud incidents, recommend corrective and preventive actions, and follow up on their implementation.• Contribute to the tuning and enhancement of fraud detection rules, scenarios, and thresholds in coordination with IT and the relevant system owners.• Coordinate with the AML/CFT function on cases where fraud indicators overlap with money laundering or terrorist financing typologies.• Handle customer fraud claims and disputes, coordinate with correspondent banks and other financial institutions where required, and ensure cases are resolved within regulatory timeframes.• Support the delivery of fraud awareness training for staff and contribute to customer fraud awareness communications.• Maintain accurate, complete, and confidential fraud case files, logs, and statistics in line with the Bank's record-retention requirements.• Provide the required documentation and evidence to internal audit, external audit, and regulatory examination teams.Applicant RequirementsEducation:• Bachelor's degree in Finance, Accounting, Business Administration, Law, Information Systems, or a related field from an accredited institution.Professional Certifications:• Professional certification such as CFE, CAMS, ICA, CCO, or an equivalent fraud, compliance, or AML qualification is preferred, or the willingness to obtain one.Experience:• Minimum of 2 years of experience in fraud prevention and investigation, AML/CFT, compliance, internal audit, banking operations, or a similar role.• Experience within banking, a financial institution, or another regulated environment is preferred.• Familiarity with the SAMA Counter-Fraud Framework and related regulatory reporting requirements is an advantage.• Exposure to fraud detection or transaction monitoring systems is an advantage.Skills:• Strong investigative, analytical, and problem-solving skills, with the ability to identify patterns and anomalies in data.• Sound understanding of banking products, payment channels, and the fraud typologies associated with them.• Strong report-writing and evidence-documentation skills.• High level of integrity, professionalism, discretion, and attention to detail.• Ability to work under pressure and to handle time-sensitive cases within strict deadlines.• Strong interpersonal skills and the ability to coordinate across departments.• Proficiency in Microsoft Office, particularly Excel for data analysis.• Excellent command of Arabic and English (written and spoken).
