Application Manager

Comblack is hiring an Applications Manager / IT Program Manager!The role includes leading an application portfolio of approximately 10 systems and projects across regulation, licensing, and eligibility domains, directly managing approximately 25 employees, including Development Managers, Project Managers, and System Analysts. Responsibilities also include building work plans, managing resources and budgets, and coordinating complex interfaces with business units and external vendors.What are we looking for?6+ years of experience managing complex IT projects, including at least 4 years of experience managing a team of Project Managers.Experience working with Agile, Scrum, and Waterfall methodologies.Proven experience leading large-scale systems and complex projects within large organizations or government environments.Experience in planning, managing, and monitoring resources, budgets, and timelines using a structured and data-driven approach.Proven experience in both direct and matrix management of employees, Project Managers, System Analysts, and external vendors.Strong system-level perspective, cross-functional leadership capabilities, and excellent interpersonal skills.Why Comblack?Comblack is a company dedicated to creating accurate and meaningful connections between people and the right opportunities.
