In the role, you will provide expertise as a Medical Planner. The Medical Planning team is part of the Architecture, Interior Design, and Medical Planning (AIM) team, which is under the Professional Technical Services (PTS) branch of HIPD.The Medical Planning Team specifically oversees Medical Planning across all acute, community hospitals, and specialty centre projects. We are responsible for establishing and ensuring standardisation for design requirements and functionality of hospitals developed by HIPD are aligned with medical and operational needs. This team works at the intersection of clinical expertise, architectural design, and operational efficiency to create spaces that optimise patient care, staff workflow, and future adaptability.Your specific task will be a full-time assignment to co-lead a specific large healthcare project, where MOHH will take on the role of an in-house Medical Planning consultant, and interface with users, contractor, and other consultants in the MDT (Multi-disciplinary Team).If you are a highly motivated individual with a strong passion for contributing to the public healthcare sector, read on!JOB RESPONSIBILITIES Manage stakeholders’ engagement at MOH/H and public healthcare sector levelLead and engage with stakeholders and have the ability to build relationships and foster trust.Engage and facilitate various stakeholder groups in building shared vision and alignment for objectives and changes.Collaboratively work with clusters consultants and contractors, in a pro-active integrated project delivery process throughout all project phases.Participate in various public healthcare sector level infra-related projects and support procurement process for consultancy servicesEngage multiple authorities for land consultation and provide solutions on identified issues.Lead space utilisation analyses, determine space requirements and provide solutions to meet evolving space needs through evidence base design.Review EOI, tender and recommendations documents for the procurement and appointment of consultant in compliance to MOHH’s SOP. Involve in the TEC and TEP taking lead in the design evaluation of tender process.Coordinate the consultants and evaluate their Macro Planning (health system/ facility master plans) and Micro Planning (Key planning units and functional planning units in healthcare facilities) matters with benchmarking comparisons and operations planning flows in considerations for the preparation of gateway processes.Review and provide technical knowledge to enhance project quality. Review, develop and maintain up-to-date design/ technical documents and review processes for development of healthcare facilities Lead in the development of relevant Singapore specific design and/or technical documentsReview and provide inputs to design briefs for consultants’ tender documents and requirements from the articulation of the established guidelines and standards.Ensure standards are initiated and adhered.Conduct the Design Review Management Plans (DRMP) that outline and implement the principles from the established standards to healthcare projectsAcquire domain knowledge and build technical expertise on architectural, interior and medical planning trends that are relevant for implementation in development of healthcare facilitiesConduct research, complete data analyses, and develop reports.Lead and manage various R&D programs in healthcare and medical planning for possible implementation.Review up-to-date healthcare planning standards, processes and procedures Develop solutions to design and technical problems following established standards to a national level.Prepare and publish healthcare related guidelines/technical papers for presentation at local and international conferences.Foster team development to build positive relationship and drive resultsResponsible for supporting the plans of development and future growth of the healthcare planning team. Involve in managing, coaching and mentoring of team members. Motivate healthcare project teams and individuals, fostering an environment of mutual respect and trust among group members as the group grows and develops.JOB REQUIREMENTSJob-related bachelor degree and above. i.e. Architecture, Medical Planning, Hospital PlanningMinimum 15 years of post-graduate experience in Architecture / Interior Design with minimum 5 years exposure to the planning and design of healthcare projects.Knowledge of technical aspects relating to healthcare is essentialRelevant knowledge in healthcare code of practices and guidelines.In depth familiarity with current healthcare industry practices, trends and innovations including LEAN Concepts, Evidence Based Design.Proficient interpretation skills for figures, statistics and policies.Have excellent communication skills including diplomacy in influencing a wide variety of stakeholders.Strategic, methodical and logical mindset/orientation.Able to implement changes and manage the team with a collaborative leadership approachStrong presentation, verbal and written communication skills.Excellent in planning, organisation and management skills.Team player with the ability to manage cross-functional and institutional relationships.Strong leadership and people management skills.Good knowledge of bio-medical equipment will be an advantage.Knowledge of sustainable principles and LEED accreditation is a plusLicensed Architect preferred.A Sneak Peek into What You Can Expect to Learn:Detailed knowledge of the process and governance of public healthcare project development from project inception, site selection, funding approval, consultancy procurement, stakeholder engagement, tender with emphasis on early contractor involvement, construction management, to post-occupancy evaluation.Detailed knowledge of Singapore-centric design standards and benchmarks, and unique opportunities to tour local facilities and build collaborative relationships with leaders in the public healthcare clusters.Note: Kindly note that MOHH reserves the right to assess your experience and align it with the appropriate job title.
