Assistant Director - Mental Health

About the RoleThis is a senior leadership role requiring deep experience in the mental health and social service sector, strong stakeholder management capabilities, and the ability to lead multidisciplinary teams delivering community-based mental health support. The Director will oversee mental health programmes and services, strengthen service quality, engage staff meaningfully, and work closely with key ministry and sector partners including AIC and IMH. The role requires someone who understands the clinical and community care landscape, has hands-on experience in mental health service delivery, and is able to represent the organization confidently in external meetings, collaborations, and sector-level discussions.ResponsibilitiesStrategic and Operational Leadership Provide overall leadership for mental health services, ensuring programmes are aligned with organisational priorities, service standards, funding requirements and sector needs.Lead the planning, implementation and continuous improvement of mental health programmes, including community-based intervention, outreach, case management, counselling and psychosocial support clinically sound, trauma-informed and responsive to community needs.Monitor programme performance, service outcomes, operational risks and quality standards.Work closely with senior management to shape the future direction of mental health services within organization.Stakeholder and Partnership Management Build and maintain strong working relationships with ministry partners, funders, healthcare institutions, community partners and sector stakeholders.Serve as a key organisational representative in meetings, reviews, workgroups and partnership discussions with partners such as AIC, IMH and related agencies.Manage complex stakeholder relationships with professionalism, maturity and sensitivity.Identify opportunities for collaboration, service integration and sector partnerships to enhance mental health support in the community.Ensure timely reporting, communication and follow-up with external partners and stakeholders.Programme Oversight and Service Quality Oversee mental health programmes, including services related to COMIT and CREST, ensuring effective programme governance, compliance and service outcomes.Guide teams in managing complex client cases, clinical risks, service escalation and inter-agency coordination.Ensure appropriate clinical supervision, case review structures and professional practice standards are in place.Drive service improvement initiatives based on data, feedback, audits and sector developments.Support the development of frameworks, protocols and workflows to strengthen consistency and accountability across services.Staff Leadership and Engagement Lead, manage and develop a multidisciplinary team across mental health services.Build a strong, engaged and resilient team culture with clear communication, trust and accountability.Provide hands-on guidance, coaching and support to managers and frontline staff.Strengthen staff engagement through regular communication, team alignment, professional development and ground engagement.Identify capability gaps and support training, supervision and development plans for staff.Ensure staff feel supported in managing the emotional and operational demands of mental health work.Clinical and Professional Practice Provide informed leadership grounded in social work, counselling, psychology or related mental health practice.Ensure services are delivered with sound understanding of clinical work, psychosocial intervention, counselling, case management and community mental health principles.Support ethical decision-making, risk assessment and appropriate intervention planning.Promote multidisciplinary collaboration and professional practice standards.Keep abreast of mental health trends, community needs and sector developments.QualificationsEducational QualificationsDegree in Social Work Candidates with qualifications in Counselling, Psychology, Clinical Psychology, Mental Health,Allied Health, SocialSciences or related disciplines may also be considered if they have strong relevantexperience.Postgraduate qualifications or professional certifications in mental health, counselling, clinical supervision, leadership or related areas would be advantageous.Registered Social Worker, clinical supervisor credentials or equivalent professional accreditation would be an added advantage.Relevant ExperienceAt least 8 years of relevant experience in the mental health space, preferably within social service,healthcare, community care or related settings.Strong foundation in social work, with understanding of clinical work, counselling, psychology and community mental health practice.Prior experience working with or overseeing COMIT and/or CREST services is highly preferred.Proven experience working with ministry and sector partners such as AIC, IMH and related stakeholders.Strong stakeholder management experience, with significant exposure to external meetings, partnerengagement and inter-agency collaboration.Demonstrated experience in staff engagement, team leadership and hands-on ground engagement.Ability to lead multidisciplinary teams and manage complex service operations.Mature, credibleand able to operate effectively in a confidential and sensitive leadership
