As scam syndicates exploit communications channels to impersonate trusted institutions, making Government communications more authentic and recognisable is an important part of Singapore's defence against scams. The Security and Resilience Division (SRD) leads MDDI's policy and governance efforts to strengthen digital security against scams and sustain trust in Government communications. Within SRD, the Trusted Communications Office (TCO) is the central policy and programme-governance unit for Government-wide adoption of trusted calling.Making a DifferenceAs Assistant Director and TCO's Deputy/Policy Lead, you will support the Head in shaping and delivering the Government-wide policy and governance framework for trusted calling. You will lead policy development, integrate implementation work across the office, guide officers, and deputise for the Head where required. The role requires a Government-wide view of policy coherence, agency readiness, implementation risks and programme priorities.Core ResponsibilitiesLead development and refinement of trusted-calling policies, governance arrangements, common requirements and implementation guidanceTranslate management decisions into practical requirements for agencies and partners, balancing Government-wide consistency with legitimate service-delivery needsCoordinate implementation planning across agency readiness, onboarding, migration, dependencies and milestones, maintaining an integrated Government-wide viewAssess complex agency-specific and cross-cutting issues, exceptions and trade-offs; develop recommendations and escalate material matters where requiredLead engagement with key agencies and implementation partners, build alignment across different operating models, and ensure technical and implementation work remains aligned with policy objectivesGuide public communications, evaluation and policy improvement, translating rollout feedback and lessons into updated governance or agency guidanceGuide officers' work, set priorities and quality standards, and support the Head in management advice and WOG engagementsRequirementsRelevant experience in public policy, programme implementation, digital government, service delivery, communications, operations or related fields; cross-agency experience is preferredStrong policy and analytical capability, with the ability to structure ambiguous problems, assess trade-offs and make sound recommendations independentlyAbility to translate strategic policy objectives into practical governance frameworks, requirements and implementation guidanceStrong programme and implementation judgement, including managing dependencies, risks, readiness and escalation across multiple workstreamsStrong stakeholder engagement and influencing skills, with the ability to align agencies and implementation partnersStrong written and verbal communication, with the ability to distil complex issues for management; leadership, resilience and adaptability in a high-tempo environment
