SUMMARYThe Assistant Human Resources Manager will support the overall HR function within the hotel, reporting directly to the General Manager. The position will ensure the effective implementation of HR policies, manage employee relations, and support recruitment, training, and performance management processes.The Assistant Human Resources Manager will oversee daily HR activities, including recruitment, compensation and benefits, employee relations, disciplinary processes, and team member welfare. This position will deliver HR services that meet or exceed employee needs, support business objectives, and ensure full compliance with all applicable laws, regulations, and company policies.KEY RESPONSIBILITIESManaging Recruitment and HiringConduct interviews and support the selection and hiring of team members with the appropriate skills, experience, and competencies for each role. Establish and maintain effective relationships with external recruitment agencies, educational institutions, hospitality schools, and other recruitment partners. Attend career fairs and recruitment events and maintain appropriate records of recruitment and outreach activities in accordance with Human Resources procedures. Build relationships with local hospitality associations, educational institutions, industry networks, and other relevant organisations to support current and future recruitment needs. Coordinate and monitor the candidate sourcing, screening, interview, selection, and offer process. Ensure recruitment and selection practices are fair, consistent, non-discriminatory, and compliant with applicable local employment and data protection legislation. Monitor the quality and effectiveness of recruitment activities and recommend improvements where required. Coordinate work permit, visa, right-to-work, and immigration-related processes where applicable, in accordance with local legislation. Ensure appropriate right-to-work documentation and pre-employment checks are completed and maintained in accordance with local legal requirements. Strategy and PlanningAssist in preparing the annual Human Resources budget, forecast, and departmental action plans in coordination with the Finance Department. Monitor HR-related expenditure against budget and support the identification of opportunities to improve efficiency. Support the implementation of the hotel’s Human Resources strategy in alignment with operational priorities, business objectives, and brand standards. Assist in workforce planning by monitoring staffing levels, vacancies, turnover, and future workforce requirements.Employee DevelopmentCoordinate departmental orientation and onboarding programmes to ensure team members receive the appropriate information and training required to perform their roles effectively. Ensure new team members complete all required induction, compliance, and role-specific training within the established timelines. Promote and coordinate cross-training and cross-exposure opportunities to support operational flexibility and employee development. Coordinate and facilitate new hire orientation programmes to provide a positive onboarding experience and reinforce the hotel’s culture, values, and service standards. Encourage active participation from Department Heads and the leadership team in employee training and development initiatives. Support career development and succession planning by identifying development opportunities for existing and potential future leaders. Employee Relations & EngagementMaintain effective employee communication channels throughout the hotel and support regular team meetings, briefings, town halls, and other communication initiatives. Promote an open and respectful working environment where team members feel comfortable raising questions, concerns, or suggestions. Support the management of employee relations matters, including grievances, disciplinary matters, attendance, performance concerns, and workplace disputes, in accordance with local employment legislation and hotel procedures. Review disciplinary and employee relations documentation to ensure accuracy, consistency, fairness, and appropriate supporting documentation. Refer employee relations matters to the appropriate Department Head or escalate complex or sensitive cases to the Director of Human Resources, as required. Maintain constructive relationships with employee representatives, works councils, trade unions, or other recognised employee bodies, where applicable. Support workplace accident and incident investigations in collaboration with the relevant departments and Health & Safety representatives. Promote employee wellbeing, engagement, recognition, and inclusion through hotel and company initiatives. Support employee engagement surveys and assist Department Heads with the development and implementation of action plans. Training & DevelopmentCoordinate and support the hotel’s annual Learning & Development plan in line with operational priorities, employee development needs, and brand requirements. Conduct training needs analyses in collaboration with Department Heads to identify skills gaps and development priorities. Prepare monthly and annual training calendars and communicate planned learning activities across departments. Coordinate and facilitate hotel induction and orientation programmes for all new team members. Deliver selected training sessions, workshops, orientations, and employee development programmes. Coordinate mandatory, compliance, brand, service, health and safety, and departmental training programmes. Monitor completion of required online, classroom, and on-the-job training and follow up with team members and Department Heads on outstanding requirements. Maintain accurate training records, including attendance, certificates, training hours, completion records, and employee learning histories. Support Department Heads and departmental trainers in planning and delivering effective on-the-job training. Develop and update training materials, presentations, guides, and other learning resources as required. Coordinate cross-training and cross-exposure opportunities to support career development, operational flexibility, and succession planning. Support leadership and supervisory development programmes for existing and potential future leaders. Monitor and evaluate the effectiveness of training programmes through feedback, assessments, observations, and operational results. Prepare regular training reports and analyse participation, completion rates, training hours, compliance, and other relevant learning metrics. Promote a continuous learning culture and encourage team members to take ownership of their professional development. Ensure training activities comply with hotel standards, brand requirements, applicable legislation, and local regulatory requirements.EXPERIENCE, CERTIFICATION & EDUCATION Minimum of 5 years’ experience of related work experience (human resources, management operations, or related professional area)2-year degree from an accredited university in Human Resources, Business Administration, or related majorExcellent communication and interpersonal skillsGood knowledge of written and spoken PortugueseGood Knowledge of Portuguese employment lawProficient in MS Office applications, Oasys HRMS, FMCExperience in Hotel opening
