Position: AVP – Open Finance Platforms EngineeringLocation: DubaiIndustry: An Islamic BankJob PurposeThe AVP – Open Finance Platforms Engineering will be responsible for leading the design, development, and management of the Bank’s Open Finance and API platforms. This role will ensure robust, secure, and scalable digital platforms to enable open banking initiatives, foster innovation, and strengthen ecosystem partnerships.Key ResponsibilitiesLead the strategy, architecture, implementation, and continuous enhancement of the organization's Open Finance and Open Banking platform.Drive end-to-end delivery of large-scale technology transformation programs within banking and financial services.Design and oversee secure, scalable API ecosystems that enable seamless integration with fintech partners, third-party providers, and digital banking channels.Collaborate with business leaders, technology teams, product owners, and executive stakeholders to define platform strategy and execution roadmaps.Ensure compliance with Open Banking/Open Finance regulations, security standards, data privacy requirements, and industry best practices.Lead engineering teams through architecture decisions, solution design reviews, and technical implementation.Manage relationships with internal and external stakeholders, including regulators, financial institutions, technology vendors, and fintech partners.Drive innovation by identifying emerging technologies and industry trends that enhance customer experience and business value.Mentor and develop high-performing engineering and delivery teams while fostering a culture of innovation and continuous improvement.Ensure successful delivery of initiatives within agreed timelines, budgets, quality standards, and business objectives.Required QualificationsBachelor's degree in Computer Science, Information Technology, Engineering, or a related field.Master's degree or relevant professional certifications are an advantage.12+ years of experience in technology, digital transformation, or engineering leadership.Proven experience leading Open Finance or Open Banking platform initiatives within banking, financial services, or fintech organizations.Strong engineering background with hands-on experience in solution architecture, API design, cloud technologies, and enterprise integration.Demonstrated success delivering enterprise-scale transformation programs from strategy through implementation.Strong understanding of API management platforms, microservices architecture, cloud-native technologies, and modern integration patterns.Experience with Open Banking standards, financial APIs, consent management, identity and access management, and security frameworks.Excellent stakeholder management skills with the ability to influence senior executives and business leaders.Strong leadership capabilities with experience managing cross-functional and geographically distributed teams.Preferred ExperienceExperience in Open Finance or Open Banking ecosystems.Banking, financial services, fintech, or consulting experience supporting financial institutions.Experience implementing API-driven digital banking platforms.Knowledge of regulatory frameworks governing Open Banking and Open Finance.Experience with digital transformation initiatives focused on customer-centric financial services.Exposure to enterprise architecture frameworks and cloud platforms (AWS, Azure, or Google Cloud).Experience working within Agile and DevSecOps environments.
