AVP – Open Finance Platforms EngineeringLocation: Dubai, UAEJob PurposeThe AVP – Open Finance Platforms Engineering will lead the strategy, architecture, delivery, and continuous enhancement of the organization’s Open Finance and Open Banking platforms. The role requires a hands-on transformation leader with strong engineering expertise and proven experience delivering complex, enterprise-scale technology programs within banking and financial services.The successful candidate will combine strategic leadership with active involvement in solution design, architectural decisions, platform implementation, and delivery execution.Key ResponsibilitiesLead the strategy, architecture, implementation, and enhancement of Open Finance and Open Banking platforms.Drive large-scale digital transformation, customer experience, and core technology modernization programs.Design secure, scalable, and resilient API ecosystems supporting digital channels, fintech partners, and third-party providers.Provide hands-on leadership across solution architecture, engineering design, integration, implementation, and delivery.Define platform roadmaps and translate business objectives into practical technology solutions.Lead technical design reviews and make key decisions relating to architecture, security, scalability, integration, and performance.Manage complex, multi-vendor implementations from planning through deployment and continuous improvement.Oversee program portfolios, delivery plans, resources, budgets, risks, dependencies, and milestones.Partner with business leaders, product owners, technology teams, regulators, fintechs, and executive sponsors.Ensure compliance with Open Finance regulations, data privacy requirements, security standards, and relevant banking frameworks.Lead and mentor cross-functional engineering and delivery teams while promoting accountability and technical excellence.Drive Agile, DevSecOps, automation, and continuous delivery practices.Monitor platform performance and ensure programs achieve their operational, customer, and commercial objectives.Identify emerging technologies and market trends that can enhance customer experience and create business value.Required QualificationsBachelor’s degree in Computer Science, Information Technology, Engineering, or a related discipline.A master’s degree or relevant professional certifications would be advantageous.Minimum of 12 years of experience in engineering, technology transformation, solution architecture, or program delivery.Proven experience delivering large-scale transformation programs within banking, financial services, fintech, or a leading consulting organization.Demonstrable experience with Open Finance, Open Banking, API ecosystems, or API-driven digital banking platforms.Strong engineering foundation with practical experience in architecture, design, integration, and technology implementation.Strong understanding of APIs, microservices, enterprise integration patterns, cloud-native platforms, and event-driven architecture.Experience delivering integrations with fintech companies, third-party providers, digital channels, and banking systems.Knowledge of Open Banking regulations, API security, identity and access management, consent management, and data privacy.Experience managing complex programs involving multiple vendors and cross-functional teams.Proven people leadership, portfolio management, and stakeholder management capabilities.Ability to influence senior business leaders, technology executives, and external partners.
