Department: Tendering & ProcurementReports To: Head of Tendering & ProcurementExperience: 12+ YearsJob Purpose :We are looking for an experienced and commercially astute Bid Manager to join our Tendering & Procurement team.The Bid Manager will play a critical leadership role in managing the estimation and tendering function for infrastructure and EPC projects, acting as the second-in-command to the Head of Tendering & Procurement.The successful candidate will lead multi-discipline estimation activities across Civil, Mechanical, and Electrical scopes and ensure that tenders are accurate, competitive, commercially sound, and submitted within strict deadlines.Key Responsibilities1.

Estimation Leadership & Bid CoordinationLead and coordinate estimation activities across Civil, Mechanical, and Electrical disciplines.Consolidate input from Senior Estimators into a unified and competitive bid.Ensure consistency in pricing methodology, assumptions, risk allowances, and mark-ups.Allocate tender responsibilities and monitor progress throughout the bid cycle.Lead internal tender review meetings and support the bid approval process.Conduct post-tender reviews and identify root causes of unsuccessful bids.2. Technical & Commercial ReviewReview tender documents, drawings, specifications, BOQs, and scope requirements.Validate quantity take-offs, estimates, unit rates, and cost breakdowns.Challenge estimates and identify opportunities for value engineering and cost optimization.Ensure alignment between technical scope, execution methodology, and commercial pricing.3. Bid Strategy & Risk ManagementDevelop bid strategies in coordination with senior management.Identify commercial risks, exclusions, qualifications, and key assumptions.Develop pricing strategies that balance competitiveness with profitability.Support contract negotiations and post-tender discussions where required.4. Stakeholder CoordinationCoordinate with Engineering, Procurement, Planning, and Project Management teams.Engage suppliers and subcontractors for major package quotations.Participate in client meetings, pre-bid conferences, and tender clarifications.Support post-tender commercial clarifications and bid adjustments.5. Team Leadership & Process ImprovementSupervise, mentor, and develop Senior Estimators and estimation engineers.Maintain cost databases, historical tender data, and estimation benchmarks.Drive continuous improvement in estimation processes, accuracy, and submission quality.Promote knowledge sharing and best practices across the estimation team.EducationBachelor’s degree in civil, Mechanical, or Electrical Engineering – mandatory.Postgraduate qualifications in Construction or Commercial Management is an advantage.Experience12+ years of estimation experience within Infrastructure, EPC, or major construction projects.Minimum 3 years in a senior estimation, bid management, or team-lead position.Strong experience managing multi-discipline tenders.Experience in Saudi Arabia or the GCC is mandatory/preferred.Technical & Commercial SkillsAdvanced expertise in multi-discipline estimation.Strong knowledge of EPC tendering and the complete bid lifecycle.Advanced commercial judgment covering pricing strategy, risk allocation, mark-ups, and margins.Strong understanding of BOQs, quantity take-offs, cost databases, and value engineering.Advanced proficiency in MS Excel, estimation software, and tender management systems.CertificationsProfessional Engineering Membership is preferred.MRICS or equivalent QS qualification is an advantage.LanguagesFull professional proficiency in English.Arabic language skills are an advantage.
