Job Summary The Business Analyst supports in building and maintaining the project portfolio. The role develops business cases that justify proposed investments, gathers and analyses business requirements and expected benefits, and produces portfolio planning, monitoring and reporting outputs that enable management to prioritise, approve and oversee projects. The analyst ensures investment decisions are evidence-based, aligned to organisational strategy, and supported by clear cost-benefit analysis and reliable performance reporting.ResponsibilitiesDevelop business cases for proposed projects, including needs assessment, options analysis (including the “do nothing” option), cost-benefit analysis and benefit definition, working with business owners and the PMO.Create and document project demands (project intake / demand requests) in alignment with the company strategy, ensuring each demand maps to defined strategic objectives, priorities and expected outcomes before it enters the portfolio.Conduct feasibility studies for proposed demands – assessing strategic fit, technical, operational and financial feasibility, and associated risks – to support prioritisation and investment approval decisions.Elicit, document and validate business requirements, success criteria and expected outcomes with business owners and stakeholders.Support portfolio planning by assessing, scoring and prioritising candidate projects against strategic objectives, value and capacity, and maintaining the portfolio pipeline.Prepare portfolio and project performance reports and dashboards (status, milestones, budget, risks and benefits realisation) for PMO leadership, steering committees and the project sponsor.Maintain portfolio data, templates and standards (business case, prioritisation and reporting templates) and ensure data quality and consistency across projects.Conduct feasibility, cost, risk and benefit analysis to support gate reviews and investment approval decisions.Track benefits realisation post-approval and report variances against the approved business case.Facilitate workshops and stakeholder sessions, and provide analytical support to project managers and the PMO as required.SkillsStrong business case development and cost-benefit / financial analysis skills.Requirement’s elicitation, analysis and documentation.Portfolio prioritisation, planning and performance reporting / dashboards.Proficiency in MS Excel, PowerPoint and PPM / reporting tools (e.g. Power BI, MS Project).Stakeholder management, facilitation and clear written / verbal communication.Educational Qualifications and CertificationsMinimum:Bachelor’s degree in Business Administration, Finance, Information Technology, Engineering or a related field.Preferred:Master’s degree, plus professional certification such as CBAP, PMI-PBA, CCBA, or PMP / portfolio management (MoP, P3O).Work ExperienceMinimum:Minimum 5 years of relevant experience in business analysis, business case development, or portfolio / project planning and reporting.Preferred:7+ years’ experience in a government or public sector PMO, with a track record of investment appraisal and portfolio reporting to executive level.
