Business Analyst

Role OverviewThe Data Governance & Compliance Department is tasked to define and implement data management strategies for HPB. As the custodian of HPB’s data, we play a pivotal role in the provision of secured environments and processes to ensure that data is stored, processed, and distributed safely. We work closely with other HPB departments to cultivate a culture of good data management and with other government agencies and strategic partners in initiatives to benefit citizens. We are looking for a dynamic and meticulous individual, with strong adaptability, analytical and stakeholder engagement skills, coupled with data governance and/or data protection experience. This role will play a crucial part in implementing and shaping new or refined standards and processes related to data governance, citizen consent and data management, building strong ties with business teams and external partners to align our data strategy and processes with strategic goals and contribute to the overall success of shifting towards a more data-driven HPB.Job TitleBusiness Analyst (Data Protection) – Data Governance & Compliance, Chief Data Officer’s OfficeWhat you will be working onDrive successful delivery of the following key outcomes through comprehensive research and impact analysis, defining and tracking of success metrics, as well as continuously improve on existing solutions.Plan and conduct regular programme activities and assessments relating to Data Security Risk Management and Personal Data ProtectionCollaborate with internal and external stakeholders to structure data sharing arrangements for data to be accessed, used and shared legitimately with appropriate data protection safeguards put in placeSupport Data Incident Management and Enterprise Data Risk Management activitiesSupport the review, formulating and driving awareness of data standards, policies, frameworks, processes, procedures, and guidelines to relevant stakeholdersAct as the main liaison for related Data Protection and Data Security queries and request submissions from/to other Government AgenciesGuide the integration of defined data protection, data privacy and data security procedures into day-to-day HPB business operationWhat we are looking forBachelor’s Degree in Computer Science, Engineering, Business Analytics, Business Management, Law, Information Management, Cybersecurity, or related discipline7 or more years of relevant experience in one or more of the following areasleading and/or delivering data governance/ data protection/ data security related workformulation of data policies, standards, frameworks, processes, and guidelinesinformation/record management including information lifecycle management, data modelling, and master data managementconducting risk assessments and/or IT and business auditshandling and reporting data incidentsKey skills and traits:Analytical, problem solving, critical thinking skills, with the ability to join the dotsMeticulous with keen attention to detail and yet able to see the big pictureStrong communication skills with ability to translate and articulate complex policies and technical governance requirements in layman terms to business stakeholdersStrong collaboration, stakeholder management and negotiation skillsAdaptable and comfortable working in a fast-paced environmentProgramme or project management skillsProfessional certifications in data governance, data protection, cybersecurity, data privacy, incident management, data analytics, business analytics, data science, or related fields will be advantageousExperience relevant to the drafting of, or compliance with Singapore Government IM8 policies would be advantageousExperience in Data/ Cybersecurity would be advantageous
