The Chief Information Officer (CIO) is the highest-ranking executive responsible for information technology and information management within an enterprise. They are tasked with formulating IT strategy and planning for information systems, digital infrastructure, data management, and technology operations.The core mission of this role is to ensure that enterprise information systems support business strategies while enhancing organizational operational efficiency, information security, data utilization capabilities, and the level of digitalization.Core ResponsibilitiesI. IT Strategic PlanningFormulate medium- to long-term IT strategies and technology development roadmaps;Ensure IT strategies align with overall business objectives;Develop annual IT plans, budgets, and investment priorities;Evaluate the business value of new technologies;Provide strategic IT advice to the CEO, Board of Directors, and senior management.II. Enterprise Information Systems ManagementAssume overall responsibility for core enterprise information systems;Manage ERP, CRM, HRIS, data platforms, and enterprise applications;Drive the integration and modernization of information systems;Ensure stable and efficient system operations;Establish enterprise-level IT architecture and management standards.III. Digital TransformationDevelop the enterprise digital transformation roadmap;Drive the digitalization and automation of business processes;Lead large-scale digital transformation projects;Evaluate the application of AI, cloud computing, and automation technologies;Enhance the enterprise's overall digital operational capabilities.IV. IT Operations and ServicesOversee IT infrastructure and daily operations;Establish IT service management systems;Optimize IT service quality and response efficiency;Manage technology vendors and external service providers;Establish IT service level and performance management mechanisms.V. Information Security and RiskCollaborate with the CISO and security teams to establish information security frameworks;Monitor security risks associated with enterprise information systems;Establish disaster recovery and business continuity mechanisms;Manage major IT risks and system incidents;Ensure enterprise information systems comply with internal governance requirements.VI. Data and Information ManagementFormulate enterprise data management strategies;Drive data governance, data quality, and data standardization initiatives;Establish enterprise-level data architecture;Enhance data accessibility and analytical capabilities;Leverage data to support business decision-making.VII. Technology Budget and Resource ManagementDevelop annual IT budgets;Manage technical personnel, systems, infrastructure, and vendor resources;Optimize IT cost structures;Evaluate the return on investment (ROI) for technology;Allocate technology resources effectively based on business priorities. VIII.
