Department: Philadelphia Department of Prisons (PDP)Reports To: Commissioner of PrisonsClassification: Executive Leadership | ExemptPosition SummaryThe Chief of Medical Operations serves as the senior executive responsible for oversight, strategic planning, administration, compliance, quality improvement, and fiscal management of all inmate healthcare services throughout the Philadelphia Department of Prisons.This executive position provides leadership and accountability for medical, behavioral health, dental, ophthalmologic, pharmacy, chronic disease, preventive care, special needs services, discharge planning, and continuity-of-care programs.

The incumbent ensures healthcare services meet or exceed National Commission on Correctional Health Care (NCCHC) standards while supporting operational efficiency and effective stewardship of public resources.Essential Duties and ResponsibilitiesExecutive LeadershipProvide strategic direction for all correctional healthcare programs.Advise the Commissioner of Prisons regarding healthcare operations and policy decisions.Develop long-term plans that improve healthcare outcomes while controlling costs.Lead healthcare transformation initiatives and new models of care.Medical Operations OversightManage all contracted healthcare providers.Monitor service quality, performance, and compliance.Ensure adequate staffing and continuity of care.Oversee primary care, behavioral health, dental, specialty care, and pharmaceutical services.Financial ManagementManage healthcare budgets and expenditures.Identify opportunities for cost reduction and process improvement.Monitor contract performance and financial accountability.Review and approve healthcare-related invoices and expenditures.Compliance & Regulatory AffairsEnsure compliance with: NCCHC standardsPREA requirementsState and federal regulationsMedicaid policiesPublic health reporting requirements Coordinate responses to audits and external reviews. Healthcare Information ManagementOversee Electronic Health Records (EHR) operations.Drive process improvements through healthcare analytics.Ensure integrity of healthcare documentation and reporting.Intergovernmental RelationsCollaborate with: City leadershipDepartment of Public HealthDepartment of Human ServicesDepartment of Behavioral HealthPennsylvania Department of CorrectionsManaged care organizationsCommunity healthcare providers ReportingPresent executive reports to PDP leadership.Prepare financial and operational performance reports.Provide weekly updates to executive leadership teams.Minimum QualificationsEducationRequired:Master's Degree in Healthcare Administration, Public Health, Business Administration, Healthcare Management, or related field.Preferred:Doctorate (DrPH, DHA, PhD, EdD, MD, DO or equivalent).ExperienceRequired:Minimum ten years of senior healthcare administration experience.Experience managing large healthcare programs and budgets.Experience supervising professional healthcare and administrative staff.Preferred:Correctional healthcare leadership experience.Government healthcare administration experience.Managed care or payer experience.Healthcare contract negotiation experience. Candidate Salary Range: $250,000-$325,000 (Depending on experience and education)
