The company delivers end-to-end solutions covering design, engineering, implementation, operation, maintenance, and financing of sustainable infrastructure.Job PurposeThe Chief Operating Officer (COO) will be responsible for leading and scaling Pactive's operational platform, ensuring project delivery, customer satisfaction and profitability.The COO will oversee all operational, technical, project, procurement, supply chain, quality, HSE, and service delivery functions while ensuring operational readiness for future growth across the UAE, GCC, and international markets. This role aligns with industry expectations for a COO to oversee day-to-day operations, operational efficiency, risk management, and organizational performance.Key Responsibilities1. Project & Service DeliveryOversee execution of all EPC, Energy, EV, Sustainability, Utility-as-a-Service, Building Performance, and Consultancy projects.Ensure projects are delivered on time, within budget, and to quality standards.Develop enterprise operational risk frameworks and identify and mitigate operational risksMonitor operational KPIs and project performanceIn coordination with group procurment, identify strategic sourcing strategies, improve inventory control and supply chain resilience and optimize vendor performance and contract outcomesDrive standardization of processes and operating procedures and ensure contract compliance and service-level achievement.Optimize resource allocation across projects and operational contracts.2. Commercial & Financial PerformanceOwn operational P&L performance with accountability for EBITDA delivery.Partner with Procurement and Design Teams to improve project margins.Ensure disciplined cost management and resource utilization.Drive working capital efficiency and operational cash flow.3. Strategic SupportTranslate company budgets into annual operational plans in coordination with business development teams.Improve operational visibility through dashboards and performance reporting.Promote data-driven decision-makingIdentify growth opportunities and support expansion into new business lines, markets, and service offerings.4. QHSE, Risk & GovernanceChampion a culture of safety and operational integrity.Oversee QHSE systems and audits.Ensure compliance with all regulatory and contractual obligations.Ensure business continuity and resilience planning.5. People LeadershipBuild and lead a diverse and high-performing operations team.Develop future leaders and succession plans.Foster accountability, collaboration, and continuous improvement.Promote a strong performance-driven culture.QualificationsEducationBachelor's degree in engineering, Operations Management, Sustainability, Energy, Construction, or related discipline.MBA or master's degree preferred.Professional Certifications in project management preferredExperience15+ years of progressively senior leadership experience with minimum 7 years in executive leadership roles.Proven experience managing multi-disciplinary operations.Experience of executing solar EPC and energy efficiency project.Strong experience managing P&L and operational performance.
