Reports to: CEO and, when required, the Board of DirectorsAbout the companyWe are an established Saudi micromobility and technology company operating shared mobility fleets, mobility projects, and technology-enabled fleet services across Saudi Arabia.The company has grown through direct involvement from its founders and board members. We are now seeking an executive leader who can build a stronger management structure, lead company-wide execution, and reduce dependence on the founders for daily operations.About the roleWe are looking for a hands-on Chief Operating Officer to move the company from founder-dependent execution into a professionally managed, accountable, and scalable organisation.The COO will lead daily execution, operational performance, organisational development, revenue growth, and expansion. They will assess the company’s people, departments, processes, reporting lines, and performance, then build the structure required for the company to operate and grow without constant founder involvement.The COO will work directly with the CEO and Board. The role may develop into broader executive leadership over time based on performance, trust, and the company’s future needs.Core missionRemove daily management and operational follow-up from the expansion opportunities.Build a company that can operate independently and scale.Key responsibilitiesCompany building and organisational developmentAssess the organisational structure, employee capabilities, reporting lines, and decision-making processes.Identify why key functions still depend on founders and transfer responsibility to capable managers.Define clear ownership, authority, KPIs, and escalation paths.Evaluate employees and determine who should be developed, promoted, reassigned, or replaced.Recruit and develop managers who can operate independently.Strengthen operations, maintenance, customer support, HR, finance, procurement, government relations, projects, and commercial development.Introduce professional management discipline without unnecessary bureaucracy.Ensure approved Board decisions are assigned, tracked, implemented, and reported.Operations and fleet performanceTake ownership of daily fleet and field operations across Saudi Arabia.Oversee deployment, collection, charging, redistribution, maintenance, warehousing, and vehicle availability.Improve fleet utilisation, service quality, customer experience, and cost efficiency.Reduce downtime, maintenance delays, theft, vandalism, losses, and recurring failures.Build reliable systems for maintenance, work orders, fleet monitoring, employee performance, and reporting.Investigate serious or repeated problems personally when required.Lead responses to operational incidents and ensure issues are followed through to closure.Business development and revenue growthIdentify and develop new sources of revenue.Build a pipeline with government entities, corporations, universities, developers, tourism destinations, events, and strategic partners.Pursue opportunities in mobility projects, fleet management, shared mobility, vehicle rental, technology services, white-label platforms, and related services.Participate directly in prospecting, meetings, proposals, tenders, pricing, negotiations, and closing.Work with the CEO and Board on major opportunities while independently progressing others.Convert relationships and ideas into signed projects and operating revenue.Increase revenue from existing fleets, locations, assets, services, and customers.Evaluate opportunities based on profitability, risk, operational requirements, and strategic value.Build a business development function as the company grows.Strategy and expansionWork with the CEO and Board to create a clear company and growth strategy.Identify attractive cities, sectors, services, customers, and mobility opportunities.Evaluate expansion opportunities and present practical recommendations.Build launch plans, budgets, timelines, staffing requirements, and performance targets.Lead approved projects and expansion initiatives.Ensure growth has a realistic path to revenue and profitability.Monitor market changes, competitors, regulations, and emerging opportunities.Company-wide executionTranslate executive and Board decisions into clear actions, owners, deadlines, and measurable outcomes.Coordinate operations, technology, finance, HR, procurement, customer support, government relations, and commercial activities.Establish regular management meetings, dashboards, KPIs, and follow-up.Identify delays, weak ownership, poor performance, and unresolved risks early.Prevent important matters from remaining unassigned or repeatedly discussed without action.Ensure commitments to customers, partners, government entities, and the Board are delivered.Take ownership of important problems that cross departments.People and leadershipLead approximately 20–40 employees directly and indirectly.Set clear responsibilities, performance standards, and accountability.Develop managers and supervisors who can operate without constant founder involvement.Address weak performance directly and take corrective action.Recommend and implement approved hiring, restructuring, promotion, disciplinary, and termination decisions.Resolve internal conflicts and remove obstacles affecting execution.Build a culture of ownership, urgency, discipline, honesty, and measurable performance.Earn authority through judgment, consistency, and results.Financial, commercial, and process oversightMonitor revenue, budgets, costs, procurement, collections, supplier payments, and project profitability.Improve budgeting, forecasting, cash-flow visibility, and financial discipline.Challenge unnecessary spending and inefficient operations.Improve margins through pricing, utilisation, productivity, supplier terms, and cost control.Negotiate with customers, suppliers, contractors, landlords, and strategic partners.Review major contracts, proposals, pricing, and commercial commitments.Work with the CTO to improve operational systems, automation, reporting, and customer experience.Use data and KPIs to improve weak, manual, or unreliable processes.Identify technology-enabled services that can create additional revenue.Executive and governance responsibilitiesAct as Deputy CEO when authority is delegated or the CEO is unavailable.Represent the company in important meetings with customers, government entities, partners, and suppliers.Support and challenge the CEO and Board on strategy, growth, priorities, and major decisions.Prepare clear operational, financial, organisational, and growth reports.Present major structural, financial, employment, and strategic recommendations through the approved governance process.Execute approved decisions with speed, discipline, and transparency.Escalate serious risks, failures, and conflicts without delay.Protect the company’s interests, reputation, and long-term value.Authority and development of the roleDuring the initial period, the COO will assess the company and execute major changes through the approved governance system.As trust and performance are established, responsibility for daily management, employees, budgets, operational decisions, and department leaders is expected to transfer progressively to the COO.The role may develop into broader executive leadership, including a possible future CEO position. This is not automatic or guaranteed.Required qualificationsMinimum five years of relevant experience in operations, general management, business development, or company-wide execution.Experience in a startup, SME, founder-led company, or growing business.Experience managing multiple teams or business functions.Experience working directly with founders, a CEO, COO, General Manager, or Board.Proven experience building teams, departments, processes, or management structures.Demonstrated involvement in revenue generation, negotiations, or launching new projects.Strong understanding of Saudi business culture and working practices.Fluent Arabic and professional English.Ability to understand technology products and work effectively with technical teams.Saudi nationals are preferred.Preferred backgrounds include technology, mobility, logistics, fleet management, field services, project-based businesses, startups, and multi-location operations.Direct micromobility experience is not required.
