The Job Summary The Chief Technology Officer is responsible for steering Leasing & Financing Company’s enterprise technology and digitization agenda, playing a pivotal role in achieving the company’s strategic goals, digital transformation aspirations, and long-term growth ambitions. The role is accountable for envisioning, developing, and governing enterprise-wide technology strategy, architecture, core systems, digital platforms, data capabilities, automation agenda, and technology operating model to ensure these effectively, securely, and productively support business operations and future scale.The CTO institutionalizes technology as a business enabler and value driver by modernizing core financing systems, eliminating manual processing dependencies, enabling modular API-driven architecture, strengthening enterprise data and analytics infrastructure, and ensuring high service reliability, resilience, and operational continuity. The role partners closely with all internal stakeholders to translate business requirements into scalable digital solutions, support customer acquisition velocity, improve turnaround times, strengthen data driven decision-making, and enhance cost-to-income efficiency.The CTO ensures strict compliance with applicable SAMA regulations, internal governance requirements, and company policies as they relate to technology operations, systems, data, resilience, and service delivery, while maintaining strong coordination with Risk in relation to cybersecurity governance, cyber risk oversight, business continuity, and control effectiveness. The role also maintains and develops high-level internal and external relations with regulators, technology partners, vendors, consultants, and strategic stakeholders. This executive scope is consistent with the approved future structure in which IT & Digitization is a standalone function reporting to the CEO.Key Responsibilities➢ Steer implementation of company’s approved strategy and achievement of all strategic goals that relate to technology, digitization, automation, data enablement, and enterprise scalability. ➢ Work closely with the CEO, Executive Committee, Strategy function, Finance, Risk, Operations, and Business sectors to translate Company strategic and tactical priorities into enterprise technology outcomes, roadmaps, and execution plans.➢ Regularly report to the CEO and Board-level forums on technology and digitization performance against approved strategic goals, business plans, transformation priorities, and critical dependencies.➢ Surface to the CEO and relevant governance forums all material challenges, capacity constraints, investment trade-offs, and execution risks that may require prioritization changes, strategic adjustment, or management intervention.3 ➢ Ensure technology strategy supports Company transformation priorities around digital transformation, clear accountability, efficiency, agility, innovation, and scalable growth.2 IT Strategy & Governance➢ Envision, develop, and govern a 3–5 year technology and digitization roadmap aligned with Company corporate strategy, operating model, growth ambitions, and transformation priorities.➢ Convert strategic and tactical business plans into enterprise technology capabilities, spearheading Company digital transformation journey in a manner that conforms to the organization’s ongoing evolution, future scale, and regulated operating environment.➢ Design the enterprise technology architecture and target-state operating model covering core systems, integrations, applications, data platforms, infrastructure, automation, and service management.➢ Establish API-driven, modular, and scalable architecture principles that reduce manual processing dependencies and enable seamless integration across financing products, channels, functions, and future partnerships.➢ Lead modernization of the core financing system and ensure scalability across retail, SME, auto, POS, and structured finance products.➢ Oversee integration of critical enterprise platforms and systems including ERP, treasury, collections, CRM, workflow tools, reporting environments, and digital channels. ➢ Develop and maintain technology governance frameworks, protocols, standards, policies, project governance disciplines, architecture controls, and decision-rights that ensure disciplined execution and sustainable technology operations.➢ Stay abreast of emerging, relevant, and cost-effective technologies that can create business value and maintain advisory authority to senior management on strategic technology opportunities, modernization priorities, and innovation pathways.➢ Provide strong, credible, and agile leadership to IT & Digitization teams, aligning them with Company vision, mission, values, growth agenda, and service expectations.3 IT Operations & Service Delivery➢ Govern end-to-end technology operations, ensuring all enterprise systems, infrastructure, business applications, integrations, and support services effectively and productively support Company day-to-day business operations.➢ Ensure best-in-class technology service delivery that meets business needs and delivers value for money in terms of standards, quality of service, stability, responsiveness, scalability, security coordination, performance, and cost-effectiveness. ➢ Oversee service continuity, infrastructure performance, systems administration, network operations, platform resilience, release management, application support, and enterprise availability standards.➢ Establish and monitor enterprise technology benchmarks regarding system uptime, service reliability, platform performance, incident response, turnaround times, and service quality, and escalate material breaches promptly.➢ Lead planning and optimization of infrastructure and application capacity requirements, maintaining the right balance between current operational demands and future strategic growth needs.➢ Ensure disciplined incident, problem, change, release, and service management practices are implemented across the function with clear accountability and robust reporting.➢ Oversee high-quality internal support services ensuring end-user technology issues are addressed and resolved in a timely and professional manner with minimum business disruption and downtime.➢ Enable remote support capability and branch support standards as applicable across Company footprint. 20% 4 Digital Transformation & Automation➢ Design and execute Company enterprise digitization roadmap to improve productivity, customer experience, speed, control effectiveness, and scalability.4➢ Automate onboarding, underwriting workflows, documentation management, collections processes, approvals, and operational handoffs to reduce manual intervention and improve decision speed and process quality. ➢ Lead deployment of workflow orchestration tools, RPA solutions, straight-through processing opportunities, and scalable digital enablement capabilities across core operational journeys.➢ Support embedded finance partnerships, dealer integrations, and digital channel enablement through fitfor-purpose, secure, and scalable technology capabilities.➢ Translate transformation ambitions into measurable digital outcomes including turnaround time reduction, digital adoption increase, processing accuracy, and cost optimization.➢ Champion a culture of innovation and technology-enabled improvement that strengthens Company ability to develop new ideas, services, partnerships, and process enhancements.5 Data Analysis & Reporting ➢ Build and govern centralized enterprise data architecture that enables reliable, timely, and decision-grade information across the organization.➢ Enable real-time portfolio monitoring, executive dashboards, operational reporting, and enterprise-wide data visibility to eliminate silos and improve management decision-making.➢ Provide the technology and analytics infrastructure required to support PD / LGD / ECL capabilities, risk based pricing system enablement, liquidity forecasting, funding optimization, and portfolio performance insights.➢ Improve data quality, reporting reliability, integration accuracy, and management visibility across finance, risk, treasury, operations, and business functions.➢ Drive enterprise data standardization, metadata discipline, reporting controls, and fit-for-purpose information design to support internal governance and regulatory expectations.➢ Support senior management with meaningful data insights and reporting environments that improve performance management, forecasting, and strategic execution.6 IT Assets, Budgeting & Resources Management➢ Assume executive accountability for productive and disciplined utilization of all technology assets, subscriptions, applications, infrastructure resources, and digital investments across the company.➢ Oversee systematic inventory, lifecycle management, and optimization of IT assets with emphasis on control, value extraction, utilization, renewal discipline, and cost efficiency.➢ Lead technology capital expenditure and operating budget planning in close collaboration with Finance, ensuring all investments are aligned to business priorities, return expectations, and affordability.➢ Closely monitor plan-versus-actual budget performance, project financials, vendor spend, and resource utilization throughout the year and report material variances, issues, and recommendations to the CEO.➢ Evaluate build-versus-buy decisions with strong commercial discipline, balancing strategic control, implementation speed, total cost of ownership, scalability, and long-term sustainability.➢ Collaborate with HR to ensure the function attracts, develops, and retains competent technology talent aligned with Company vision, values, and future capability needs.➢ Lead by example, engaging frequently with direct reports and teams, modeling strategic leadership, integrity, accountability, agility, and sound judgment in all interactions.7 IT Risk Management➢ Oversee proactive and effective management of disaster recovery capabilities, backup disciplines, infrastructure resilience, failover readiness, and operational continuity of critical technology services.➢ Maintain strong coordination with Risk, Cybersecurity, Business Continuity, Data Protection, Compliance, and Internal Audit to ensure effective separation between execution and control while sustaining strong operational readiness.➢ Ensure relevant technology controls, system access disciplines, change controls, resilience practices, and operational safeguards are designed and maintained in line with enterprise requirements.➢ Provide full cooperation and operational support to the cybersecurity function to safeguard company data, systems, and information assets from internal and external threats and risks.➢ Facilitate timely remediation of technology-related issues, audit observations, and control deficiencies in coordination with control functions and accountable business stakeholders.8 SAMA Regulatory Compliance➢ Ensure strict compliance with applicable SAMA regulations, regulatory guidance, internal governance requirements, and company policies as they relate to enterprise technology, systems operations, data handling, resilience, outsourcing arrangements, and service continuity.➢ Ensure that technology operating practices, documentation, controls, records, approvals, and reporting mechanisms remain aligned with regulatory expectations and internal governance standards.➢ Support regulatory readiness related to data residency, operational continuity, auditability, technology governance, and service provider compliance as applicable within the KSA financial sector.➢ Maintain disciplined coordination with Compliance, Risk, Internal Audit, and relevant control stakeholders to ensure regulatory matters are identified, addressed, tracked, and remediated in a timely manner.9 Stakeholders Relations➢ Build and maintain high-level internal and external relations with key stakeholders including the CEO, Board committees, Risk, Finance, Treasury, Operations, Business functions, regulators, consultants, technology partners, service providers, and strategic vendors.➢ Collaborate regularly with all internal stakeholders to ensure a cohesive enterprise platform for achieving strategic and tactical goals related to technology, digitization, service quality, and business enablement.➢ Represent the technology function credibly in executive and governance forums, providing clear communication on priorities, performance, risks, dependencies, investments, and delivery status.➢ Maintain constructive professional relationships with external stakeholders including system integrators, implementation partners, cloud / infrastructure providers, and strategic vendors in support of company transformation agenda.10 KPIs Development & Monitoring Performances➢ Nurture a strong performance and accountability culture across the IT & Digitization function and oversee development of KPIs for technology leaders and critical roles.➢ Align individual and team performance objectives with functional priorities, service standards, transformation milestones, and enterprise strategy.➢ Monitor achievements on a regular basis and ensure timely intervention, coaching, prioritization, and support to drive delivery against commitments.➢ Establish clear performance metrics for system availability, project delivery accuracy, digital adoption, automation impact, turnaround time reduction, data quality, and scalability readiness. 2% The Job Profile 1 Educational Qualifications Bachelor’s degree in Computer Science, Information Technology, Information Systems, Engineering, or related field 2 Preferred Professional Certifications MBA or advanced degree preferred; PMP preferred; enterprise architecture, cloud, data, or digital transformation certifications would be advantageous 3 Preferred Soft Skills ERP platforms; enterprise architecture tools;
