Civil Supervisor

Job PurposeTo effectively manage the strategic direction of the facilities and engineering services along with a number of outsourced service providers. The prime objective is to ensure that adequate management systems are in place to continually ensure a safe and robust environment for achieving superior performance throughout the property.Roles, Responsibilities, DutiesDevelop, gain consensus and implement the best practice/ building operation plan for assigned assets.Work with the Property Manager to prepare the final budget documentation/plans and administer works to ensure budget complianceInspect facilities/equipment to determine the extent of service and equipment required.Arrange for alterations, maintenance or reconditioning of facilities, as specified in the operating procedures or management services agreement.In conjunction with the procurement team, competitively bid and prepare all non- engineering service contracts to assure high quality and cost-effective servicesAssemble and analyze contract bids, submit recommendations, and prepare the standard form contract agreement for the Property Manager, for execution by the Management team.Approve purchases of supplies and equipment for use within the facility.Prepare a periodic inventory of Premises contents and property condition and forward the listing to the Property Manager for review.Be proactively involved in ensuring that services are reviewed, and refinements made to enhance these services across the facility.Maintain Aldar PMSEffectively manage all resources, manpower & financesEnsure & effective PPM regime is in place and adhered toRegularly analyze call center data and plan improvementsMeasurable Objectives:Participate as an active member of the Vendor account team representing facilities/engineering.Provide the Property Manager with reports on developments in the engineering market (both for service delivery and on new products and services).Communicate operating philosophies, technical information, objectives, and expectations to the facility team.Develop and maintain standard operating procedures, emergency response procedures, preventive maintenance programmers and all technical documentationDevelop a complete personal knowledge of the design intent, operational alternatives and contingency plans related to all building systemsDevelop and deliver the monthly reports/Billing sheet/ P& L report/ PMS report & document librarySupport the engineering service provider to deliver services that meet or exceed Clients' changing business expectations.Develop staff program, identify skills gaps & develop in house learning opportunitiesFirst Management Call responsibilities for the office, response dependent upon severity.Health and Safety:A high level of commitment to providing a safe working environment for all staff.Ensuring that all defined services are completed in accordance with all operating procedures and within the Health & Safety (H&S) guidelines.Others:This position profile covers the key responsibilities and expectations from the incumbent. All employees are personally responsible to familiarize themselves with these policies, procedures, practices, updates, etc. Khidmah HSE department regularly updates existing and introduce new policies, procedures and practices and each employee is personally responsible to ensure they stay updated and compliant with all such updates and new additions.Information Security responsibilities: Comply with Khidmah Information Security PoliciesBe aware of and fulfil their information security responsibilitiesEnsure whoever handles sensitive company information have taken the Security Awareness TrainingKnow how to report a security incident (to IT ServiceDesk or InfoSec).Not Disable his/her OS firewall and/or AntivirusRestrict use to authorized purposes, Protect access accounts, privileges and associated passwords.Accept accountability of his/her individual user accounts, and maintain confidentialityEducation & Qualification: Mechanical Engineering or Facilities Management related qualificationProven track record of customer services-oriented facilities management (FM) and engineering management experience along with proven experience in facilities managementIdeally experienced in working with residential & commercial /retail propertiesExperience and Skills:Excellent level of knowledge relating to MS Office.Demonstrate experience in Leading & managing business service teams, including the management work allocation process, performance management, staff development and career planningExcellent knowledge & understanding of H&S and environmental responsibilities. Willing to study for additional formal qualifications if necessaryCustomer focused with sound commercial and financial awarenessAble to translate client requirements into action plans and implement themDemonstrated high level English written and interpersonal skills, including an ability to communicate negotiate and consult at all levels of staff and to produce reports of a complex nature.Able to establish relationships with clients, suppliers and across the FM business
