Cyber Defence Center Manager | Paymera | Damascus | Full-Time | On-sitePaymera is seeking an experienced Cyber Defence Center Manager to build and lead our in-house Security Operations Center (SOC) and play a critical role in protecting our systems, services, customers, and partners.What You'll DoEstablish, lead, and scale Paymera's Cyber Defence Center (SOC).Design the SOC operating model and expand coverage from extended-hours operations toward 24/7 monitoring.Lead threat monitoring, threat hunting, detection engineering, and incident response activities.Serve as the Incident Commander during cybersecurity incidents and oversee post-incident reviews and remediation plans.Own and enhance the security monitoring technology stack, including SIEM, SOAR, EDR/XDR, and Threat Intelligence platforms.Define and track key SOC performance metrics such as MTTD, MTTR, alert coverage, and operational effectiveness.Drive the detection engineering roadmap and develop advanced security use cases aligned with evolving threats.Oversee the organization's vulnerability management program and coordinate remediation efforts with stakeholders.Manage external DFIR and offensive security partners to support incident response and security assurance initiatives.Ensure logging, monitoring, and alerting capabilities support operational requirements and compliance obligations.Recruit, mentor, and develop SOC analysts and engineers while building clear career progression paths across the security operations team.What We're Looking For8–12 years of experience in Security Operations, Cyber Defence, Incident Response, or related cybersecurity functions.Previous experience building, managing, or leading a Security Operations Center (SOC).Strong hands-on expertise with SIEM, SOAR, EDR/XDR, threat detection, and security monitoring technologies.Proven experience leading and coordinating responses to major cybersecurity incidents.Strong understanding of threat hunting, digital forensics, cyber threat intelligence, and vulnerability management.Experience within financial services, fintech, payments, banking, or other highly regulated environments is highly preferred.Bachelor's degree in Computer Science, Information Systems, Cybersecurity, or a related field.CertificationsRequired (One or More)CISSPCISMGCIHGCIAGMONPreferredGCFAGNFAGSOMMITRE ATT&CK-related certificationsTechnical ExpertiseSIEM platforms (Splunk, QRadar, Elastic, Wazuh, or similar)SOAR platforms and security automationEDR/XDR and Network Detection & Response (NDR)Detection engineering and MITRE ATT&CK frameworkIncident response and digital forensicsThreat hunting and cyber threat intelligenceVulnerability management programs
