The role requires strong regulatory knowledge, investigative judgment, leadership, communication, and the ability to manage sensitive community issues.Key ResponsibilitiesDevelop and implement code enforcement strategies, policies, procedures, standards, and operating guidelines.Lead enforcement programs covering applicable building, property, zoning, land-use, health, safety, environmental, nuisance, occupancy, and municipal requirements.Manage inspection, investigation, complaint-response, and enforcement operations.Establish inspection priorities based on public safety, risk, severity, history, and regulatory requirements.Review complaints, service requests, referrals, inspection findings, and reported violations.Coordinate investigations of alleged code violations and determine appropriate enforcement actions.Ensure inspections and investigations are conducted consistently, professionally, and in accordance with applicable procedures.Manage notices of violation, correction orders, warnings, citations, administrative actions, and other authorized enforcement measures.Establish appropriate timelines for corrective actions, follow-up inspections, and case resolution.Coordinate with legal teams on complex, disputed, or escalated enforcement matters.Prepare enforcement documentation, evidence packages, case files, reports, and records for administrative or legal proceedings.Ensure accurate collection, preservation, and management of photographs, inspection reports, correspondence, measurements, permits, and other evidence.Review inspection and enforcement decisions for consistency, completeness, proportionality, and procedural compliance.Manage appeals, hearings, escalations, and contested enforcement cases as applicable.Coordinate with planning, building, fire, environmental, licensing, property, public safety, and other regulatory departments.Work with property owners, developers, businesses, contractors, residents, community organizations, and other stakeholders to encourage voluntary compliance.Provide clear explanations of applicable requirements, corrective actions, deadlines, and enforcement processes.Establish customer-service standards for code enforcement inquiries, complaints, and case communications.Maintain accurate case-management systems, inspection records, violation histories, correspondence, and enforcement documentation.Monitor outstanding violations and ensure timely follow-up, escalation, closure, or referral.Conduct periodic reviews of recurring violations and identify underlying causes and systemic compliance issues.Develop proactive inspection and compliance programs for high-risk properties, businesses, sites, or activities.Coordinate inspections related to construction activity, property conditions, occupancy, unauthorized use, safety concerns, signage, environmental issues, or other applicable requirements.Ensure field personnel have appropriate equipment, procedures, technology, and safety resources.Establish inspection and enforcement training programs for officers and inspectors.Coach and evaluate enforcement personnel and promote consistent application of policies.Develop standard operating procedures, inspection checklists, enforcement templates, and decision frameworks.Monitor changes to applicable codes, ordinances, regulations, technical standards, and enforcement requirements.Update enforcement procedures and staff guidance when regulatory requirements change.Conduct internal audits and quality reviews of inspection and enforcement cases.Identify procedural weaknesses, repeat violations, and compliance risks and implement corrective actions.Manage enforcement-related budgets, contracts, equipment, technology, and external service providers.Coordinate with technology teams to improve inspection scheduling, mobile field reporting, case management, mapping, notifications, and digital service delivery.Use data analytics and geographic information systems to identify enforcement trends, hotspots, repeat offenders, and resource priorities.Prepare management reports, dashboards, performance analyses, and recommendations for senior leadership.Maintain appropriate confidentiality and security for enforcement records and sensitive information.Promote impartiality, professionalism, accountability, transparency, and and public-safety outcomes.Ideal CandidateThe successful candidate should have strong experience in code enforcement, regulatory compliance, municipal services, building regulation, planning enforcement, inspections, public administration, property regulation, or a related field.The candidate should demonstrate:Strong understanding of regulatory enforcement principles and administrative procedures.Experience managing inspections, investigations, complaints, violations, and enforcement cases.Knowledge of applicable codes, ordinances, regulations, permits, and compliance requirements.Experience supervising inspectors, enforcement officers, investigators, or field-service teams.Strong understanding of evidence collection, case documentation, and records management.Experience preparing enforcement notices, reports, case files, and supporting documentation.Ability to interpret regulations and apply requirements consistently and fairly.Strong judgment when determining appropriate enforcement responses.Excellent communication and conflict-resolution skills.Ability to deal professionally with difficult, sensitive, or contentious situations.Strong stakeholder-management capabilities.Experience working with legal teams, government agencies, property owners, developers, contractors, businesses, and community members.Strong knowledge of inspection scheduling, case-management, reporting, and compliance-monitoring systems.Familiarity with GIS, mobile inspection applications, digital permitting, or regulatory technology is highly desirable.Strong
