Client programme, safeguarding cost certainty, value for money and commercial risk control from an agreed baseline. Directs estimating, cost management, change control and commercial governance across the ICC, Designer, Supervision Consultant and Contractor. Provides senior commercial assurance central to the PMC's delivery-management and advisory roleMINIMUM REQUIREMENTSAcademic qualification: B.Sc. Engineering / Bachelor in QS / LawMinimum experience: 20 YearsInfrastructure experience: Extensive commercial leadership on major infrastructure programmes.UAE / GCC experience: Deep UAE/GCC commercial experience including FIDIC-based frameworks.Certifications: Not mandatory; MRICS/FRICS or equivalent commercial credentials advantageousIDEAL CANDIDATE PROFILETypical background: Commercial director or senior QS lead from a PMC, consultancy or contractor.Relevant sectors: Transport, roads, utilities, and municipal infrastructure.Infrastructure: Led commercial management across major capital programmes.Government experience: Managed commercial governance for government-funded delivery.Programme delivery: Owned cost baselines, change control and commercial reporting.Leadership level: Directs commercial teams and negotiations at programme levelCORE EXPERIENCE REQUIREDLead programme-wide commercial strategy and governanceOwn cost baseline and value assuranceDirect estimating, budgeting and cost managementGovern change control and variation managementOversee commercial risk and contingencyAssure FIDIC-based commercial administrationLead major commercial negotiations and settlementsReport commercial performance to leadershipIntegrate commercial with cost and schedule controlsLead and develop the commercial team
