To lead and manage the commercial function on high-value building construction projects, safeguarding the contractor's commercial position, ensuring accurate cost control and reporting, and maintaining strong client and stakeholder relationships throughout the project lifecycle.ResponsibilitiesOversee all commercial and contractual aspects of the project(s) from pre-contract through to final account and close-out.Develop and implement the commercial strategy, procurement plan, and cost control framework for the project.Liaise with clients, consultants, and subcontractors to build and maintain strong working relationships.Manage the preparation, submission, and negotiation of interim valuations, variations, and final accounts.Lead the identification, evaluation, and management of commercial and contractual risk, including claims and disputes.Manage subcontractor procurement, including tendering, negotiation, and award, ensuring value for money and compliance with contract terms.Manage the performance of Quantity Surveyors and commercial staff within the team.Manage the achievement of department objectives through effective leadership, setting individual objectives, monitoring and measuring performance, and developing and motivating the team to maximize performance.Manage the consolidation of project cost reports and recommend budgets, monitoring financial performance against budget to identify variances and improvement areas.Lead and monitor implementation of and adherence to commercial policies, systems, processes, and controls, ensuring compliance with contractual and legislative requirements while delivering a consistent, cost-effective service.Ensure timely and accurate monthly cost/value reconciliation (CVR) reporting to senior management.Support the resolution of contractual disputes, including preparation for adjudication, arbitration, or litigation where required.Job RequirementsMinimum QualificationBachelor's degree in Quantity Surveying, Civil Engineering, or equivalent from a recognized and accredited university.Master's degree is preferred.Membership of RICS, CIOB, or equivalent professional body is preferred.Excellent verbal and written communication in English; Arabic is an advantage.Experience15+ years of professional experience in commercial/quantity surveying roles within a Tier 1 contracting environment, of which at least 4 years have been in the UAE/GCC.Experience managing the commercial function on large-scale building construction projects (high-rise, mixed-use, retail, hospitality, or similar).A minimum of 5 years operating at senior management level, with proven experience managing commercial teams.Proven success in delivering commercial outcomes on projects within scope, time, and budget, including successful final account close-out.Strong working knowledge of FIDIC and/or other standard forms of contract used in the UAE market.Comprehensive understanding of UAE construction regulatory bodies, RERA/Dubai Municipality requirements, and local market practices.Proven ability to lead, organize, and direct commercial teams within a multi-national organization.
