Commissioning Manager

The Commissioning Manager is responsible for planning, coordinating, and executing all pre-commissioning, commissioning, start-up, performance testing, handover, and close-out activities for onshore and offshore oil and gas EPC projects.The position ensures that systems and facilities are commissioned safely, efficiently, and in accordance with the approved schedule, contractual requirements, ADNOC specifications, HSE standards, quality requirements, company procedures, and recognised engineering practices. The role also oversees system completion, readiness reviews, energisation, start-up, performance testing, and final acceptance.ResponsibilitiesManage end-to-end pre-commissioning, commissioning, start-up, performance testing, handover, and close-out activities for onshore and offshore projects.Develop and implement integrated pre-commissioning and commissioning execution plans, schedules, procedures, manpower plans, mobilisation plans, and system priorities.Establish and maintain the Completion Management System, including system and subsystem definitions, tagging, mechanical completion records, certification, and turnover documentation.Prepare and review procedures for piping cleaning, flushing, pressure testing, cable testing, loop checking, equipment testing, system energisation, logic verification, and operational readiness.Lead mechanical completion inspections, system walkdowns, punch-list categorisation, tracking, clearance, and handover from construction to commissioning.Conduct commissioning readiness reviews, pre-Start-up Safety Reviews, SIMOPS assessments, and system readiness verification before energisation or hydrocarbon introduction.Coordinate loop checks, functional testing, logic testing, cause-and-effect verification, equipment commissioning, and integration of DCS, ESD, Fire and Gas, PLC, SCADA, and other control systems.Plan and supervise energisation, start-up sequences, Ready for Start-Up activities, performance testing, reliability testing, and final system acceptance.Coordinate the testing and commissioning of rotating equipment, static equipment, mechanical packages, piping systems, electrical systems, utilities, and balance-of-plant facilities.Manage commissioning activities related to flare monitoring, ignition systems, purge optimisation, cold flare recovery, vapour recovery units, and other specialised process systems.Coordinate with Engineering, Construction, QA/QC, HSE, Procurement, Planning, Logistics, Operations, OEMs, vendors, subcontractors, and client representatives.Manage vendor and OEM mobilisation, site attendance, testing activities, technical support, and performance validation.Coordinate onshore and offshore logistics, including personnel mobilisation, marine transportation, equipment dispatch, materials, tools, and commissioning consumables.Monitor progress, system priorities, manpower utilisation, vendor performance, productivity, risks, constraints, material availability, and commissioning interfaces.Lead Permit to Work, isolation, LOTO, TRA, FRA, JSA, Work Management System, and other commissioning-related safety controls.Ensure strict compliance with ADNOC HSE requirements, hydrocarbon safety rules, approved commissioning procedures, and operational control requirements.Exercise stop-work authority whenever unsafe conditions, procedural deviations, or unacceptable risks are identified.Review and approve commissioning procedures, mechanical completion dossiers, commissioning dossiers, energisation plans, RFSU documents, and performance test reports.Prepare and deliver Mechanical Completion, Ready for Commissioning, Ready for Start-Up, Provisional Acceptance, and Final Acceptance documentation.Coordinate final punch clearance, as-built documentation, O&M manuals, commissioning records, lessons learned, warranty activities, final dossiers, and project close-out.Act as the key interface between the project team, head office, client operations, ADNOC representatives, vendors, and multidisciplinary stakeholders.RequirementsBachelor’s degree in mechanical engineering or another relevant recognised engineering discipline.Minimum 15 years of experience in construction, pre-commissioning, commissioning, start-up, and project execution within the oil and gas industry.Extensive experience in ADNOC onshore and offshore EPC projects or with similar major oil and gas operating companies.Strong knowledge of ADNOC specifications, AGES requirements, international engineering standards, operating procedures, and HSE systems.Proven experience in the pre-commissioning and commissioning of plant, utility, process, and balance-of-plant systems.Strong experience in mechanical completion, systemisation, subsystem handover, punch-list management, commissioning dossiers, and completion management systems.Sound knowledge of rotating equipment, static equipment, mechanical packages, skids, complex piping systems, heavy lifting, and offshore construction activities.Good understanding of DCS, ESD, Fire and Gas, PLC, SCADA, electrical systems, instrumentation systems, and associated logic testing.Ability to interpret P&IDs, cause-and-effect diagrams, single-line diagrams, control narratives, datasheets, equipment drawings, vendor documents, and commissioning philosophies.Strong experience in piping flushing, cleaning, hydrotesting, leak testing, cable testing, loop checking, equipment testing, energisation, and start-up activities.Experience in preparing and reviewing commissioning procedures, method statements, lifting studies, risk assessments, isolation plans, LOTO procedures, and performance test documentation.Strong capability in SIMOPS planning, commissioning readiness reviews, PSSR, operational interface management, and hydrocarbon introduction activities.Strong project planning, scheduling, risk management, manpower planning, vendor coordination, logistics coordination, and progress-monitoring skills.Ability to lead multidisciplinary and multi-location teams across yards, onshore facilities, offshore sites, and operating plants.Strong leadership, communication, stakeholder-management, problem-solving, and decision-making skills.Excellent attention to detail and a strong commitment to safe, compliant, and systematic execution.Ability to work effectively under pressure and manage complex interfaces in challenging onshore and offshore
