and them moving to site in Nasiriyah; Iraq.Working schedule:Dubai – 5 days per week (weekends off – flexibility required)Iraq - 45 days on / 15 days officeThe Site Commissioning Manager is responsible for leading, planning, coordinating, and executing all pre-commissioning, commissioning, start-up, performance testing, reliability run, and handover activities.Duties and ResponsibilitiesDevelop, implement, and manage the overall commissioning strategy, execution plan, systemization philosophy, commissioning schedule, and handover sequence for the Flare Gas Recovery Plant.Lead and coordinate pre-commissioning, commissioning, start-up, performance test, reliability run, and final handover activities.Define commissioning systems, subsystems, priorities, boundaries, and turnover sequence in coordination with Construction, Engineering, Planning, QA/QC, HSE, Vendors, Operations, and Client representatives.Manage commissioning activities related to gas receiving facilities, including pipeline interfaces, pig receivers, slug catchers, and associated inlet facilities.Coordinate commissioning and start-up of gas compression systems, including electric motor driven centrifugal compressors, auxiliary systems, lube oil systems, seal systems, cooling systems, anti-surge control, vibration monitoring, and performance verification.Manage the commissioning of gas dehydration systems, ensuring proper drying, regeneration, process control, and readiness for downstream LPG and condensate recovery.Lead commissioning activities for the propane-based refrigeration system, gas liquefaction section, LPG recovery, condensate recovery, and related separation systems.Coordinate commissioning of product export systems, including dry gas injection pipeline, LPG pipeline, condensate pipeline, pig launchers, metering, control valves, ESD valves, and pipeline interface facilities.Ensure proper preparation, review, and approval of commissioning procedures, operational test procedures, start-up procedures, method statements, check sheets, and performance test procedures.Coordinate mechanical completion, system completion, punch list management, reinstatement, preservation, and readiness for start-up.Lead commissioning readiness reviews, RFSU reviews, PSSR, hydrocarbon introduction readiness reviews, and start-up authorization processes.Ensure that all commissioning activities are executed safely and in compliance with approved HSE plans, PTW requirements, LOTO procedures, SIMOPS plans, gas testing requirements, and project safety standards.Manage commissioning activities for utilities and offsite systems, including instrument air, plant air, nitrogen, fuel gas, flare, closed drain, open drain, fire water, power distribution, UPS, emergency power, and control systems.Coordinate electrical energization, motor solo runs, loop checks, functional tests, logic tests, cause & effect validation, ESD tests, fire and gas tests, and package acceptance tests.Review key engineering documents from commissioning, operability, maintainability, and start-up perspective, including P&IDs, process flow diagrams, control narratives, cause & effect charts, operating manuals, vendor documents, system descriptions, and start-up procedures.Coordinate vendor representatives and specialist support for compressors, refrigeration packages, dehydration units, analyzers, ICSS, ESD, F&G, metering systems, valves, and rotating equipment.Ensure proper interface management between Engineering, Construction, Commissioning, Operations, Vendors, Subcontractors, and Client teams.Support construction priorities by identifying system completion requirements, commissioning constraints, early utility needs, and critical path activities.Monitor and report commissioning progress, constraints, punch list status, system readiness, resource requirements, and look-ahead plans.Manage commissioning manpower, tools, temporary equipment, consumables, chemicals, spare parts, test equipment, and vendor mobilization requirements.Ensure flushing, cleaning, blowing, drying, inverting, nitrogen purging, leak testing, reinstatement, and preservation activities are completed in accordance with approved procedures.Lead troubleshooting activities during commissioning, start-up, and early operation, ensuring timely resolution of technical and operational issues.Ensure recovered dry gas, LPG, and condensate systems are commissioned and tested to meet Customer specifications and contractual performance requirements.Coordinate performance testing and reliability run activities in accordance with approved test procedures and contractual acceptance criteria.Ensure all commissioning dossiers, test reports, punch lists, certificates, handover packs, and final documentation are properly completed, reviewed, and approved.Promote a strong safety culture within the commissioning team, with particular focus on hydrocarbon introduction, high-pressure gas systems, propane refrigeration, rotating equipment, SIMOPS, and pipeline interfaces.Support Operations team during training, system familiarization, procedure review, start-up preparation, and final handover of the facilities.Capture and implement lessons learned during commissioning, start-up, and handover phases.QUALIFICATIONS & EXPERIENCEEducationMinimum bachelor’s degree (BSc), preferably in Mechanical, Chemical, or Process Engineering.ExperienceMinimum 15 years of experience in the Oil & Gas industry.Minimum 5 years of experience in a Commissioning Manager role on LNG projectsMandatory CompetenciesStrong knowledge of commissioning and start-up execution for Oil & Gas and gas processing facilities.Strong understanding of flare gas recovery, associated gas processing, LPG and condensate recovery, gas compression, dehydration, refrigeration, and export pipeline systems.Ability to develop and manage commissioning plans, procedures, schedules, system boundaries, and turnover priorities.Sound knowledge of mechanical completion, system completion, punch list management, commissioning dossiers, and handover processes.Good understanding of hydrocarbon introduction, nitrogen purging, gas-in, pressurization, leak testing, and safe start-up of high-pressure gas systems.Knowledge of propane refrigeration systems, cryogenic or low-temperature process hazards, and LPG handling requirements.Strong knowledge of PTW, LOTO, SIMOPS, PSSR, HSE requirements, emergency response, and start-up safety reviews.Ability to read and interpret PFDs, P&IDs, SLDs, cause & effect diagrams, control narratives, datasheets, vendor manuals, and operating procedures.Good understanding of electrical energization, motor testing, rotating equipment commissioning, loop checks, functional testing, logic testing, ESD, F&G, and ICSS validation.Familiarity with completion management systems such as ICAPS, OPERCOM, Win PCS, Go Completions or similar tools.Strong leadership, planning, coordination, reporting, and decision-making skills.Strong troubleshooting and problem-solving capability during commissioning, start-up, and early operation.Excellent written and spoken English communication skills.Strong proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook, with the ability to prepare reports, presentations, schedules, registers, and project documentation.Additional Certifications (Advantage)PMP or equivalent project management certification.Process Safety Management training.PTW, LOTO, confined space, gas testing,
