Location: Dubai, UAE Job Type: Full-Time Industry: Healthcare / Home HealthcareJob RoleWe are seeking an experienced Homecare & Doctor On-Call Manager to lead and manage our Home Healthcare and Doctor On-Call services in Dubai.The successful candidate must be a physician holding a valid DHA professional licence / eligibility to practice in Dubai and will provide both operational and clinical leadership across the services.The role is responsible for ensuring the safe, efficient and high-quality delivery of patient care while overseeing multidisciplinary clinical teams, workforce planning, service performance, patient experience and regulatory compliance. The Manager will work closely with physicians, nurses, caregivers, therapists, administrative teams and senior management to ensure consistently high standards of care and service delivery.Key ResponsibilitiesOperations & Service DeliveryLead the day-to-day operations of the Home Healthcare and Doctor On-Call services.Manage patient demand, staff deployment, physician schedules, on-call rosters, shifts, leave coverage and emergency replacements.Ensure appropriate staffing levels and clinical coverage based on patient requirements and service demand.Coordinate the delivery of home healthcare services to ensure timely, safe and efficient patient care.Work closely with medical, nursing, operations and administrative teams to ensure effective continuity of care.Monitor service utilisation, operational performance, staffing requirements and associated costs.Support the continued development and growth of Home Healthcare and Doctor On-Call services.Clinical Leadership & Patient CareProvide clinical oversight and leadership across Home Healthcare and Doctor On-Call services.Supervise and support physicians, nurses, caregivers, therapists and other clinical personnel.Review and oversee patient care plans and ensure appropriate coordination between physicians, nurses, patients, families and other healthcare professionals.Ensure clinical services are delivered in accordance with approved policies, procedures, clinical guidelines and professional standards.Provide clinical guidance and support for complex cases, escalations and patient safety concerns.Ensure appropriate clinical handover, referral and escalation processes are maintained.Quality, Governance & DHA ComplianceEnsure full compliance with Dubai Health Authority (DHA) requirements and all other applicable UAE healthcare regulations and standards.Maintain appropriate clinical governance, patient safety and quality-management processes.Ensure accurate, complete and timely clinical and operational documentation.Lead and support quality improvement, infection prevention and control, health and safety, and risk-management initiatives.Ensure incidents and clinical concerns are appropriately reported, investigated and followed through with corrective and preventive actions.Support regulatory inspections, audits, licensing requirements and accreditation activities where applicable.Patient ExperienceMaintain a strong focus on patient experience, quality of care and service responsiveness.Monitor patient satisfaction and identify opportunities for service improvement.Manage patient and family concerns, complaints and clinical escalations professionally and ensure timely resolution.Ensure service standards consistently meet or exceed patient expectations.Team Leadership & DevelopmentLead, supervise and support multidisciplinary clinical and operational teams.Participate in recruitment, onboarding, orientation, training and competency assessment of clinical staff.Conduct performance reviews and support ongoing professional development.Monitor staff attendance, performance, competency and compliance with organisational policies and regulatory requirements.Promote a professional, accountable and patient-focused working environment.Performance & Business SupportMonitor and report on relevant KPIs including patient volumes, response times, service utilisation, patient satisfaction, clinical quality and workforce performance.Support budgeting, resource planning and cost management across the services.Identify opportunities to improve operational efficiency while maintaining clinical quality and patient safety.Support business development activities, referral relationships and service expansion initiatives where appropriate.Qualifications & ExperienceMedical degree (MBBS, MBChB, MD or equivalent) from a recognised institution.Valid DHA physician licence or eligibility to practise as a physician in Dubai is mandatory.Minimum 7 years of relevant healthcare experience, including healthcare management, home healthcare, primary care, medical operations or clinical leadership (mandatory).Previous experience within Home Healthcare and/or Doctor On-Call services in the UAE is strongly preferred.Strong understanding of DHA regulations, clinical governance and UAE healthcare requirements.Demonstrated experience managing multidisciplinary healthcare teams.Strong knowledge of patient care coordination, clinical quality, patient safety and healthcare operations.Good financial and commercial awareness, including budgeting, resource utilisation and cost management.Excellent leadership, communication, organisational and problem-solving skills.Ability to manage multiple operational and clinical priorities within a fast-paced healthcare environment.Strong interpersonal skills with the ability to engage effectively with patients, families, healthcare professionals, regulators and internal and external stakeholders.
