About the CompanyAir Products, ACWA Power, and NEOM have partnered to develop an $8.4 billion green hydrogen-based ammonia production facility in NEOM. The project integrates renewable solar, wind, and storage power to produce green ammonia for global export, with operations scheduled to commence in 2026.Position SummaryThe Compliance Specialist will be part of NGHC Operations based in NEOM, Saudi Arabia. The role is responsible for ensuring that NGHC facilities, projects, engineering designs, technical safety systems, and operational activities comply with applicable regulatory requirements, approved technical standards, company procedures, and international good practices.The position provides technical compliance assurance throughout all project and operational phases, including design review, construction, commissioning, handover, and operations. Responsibilities include conducting inspections and audits, monitoring corrective actions, maintaining compliance records, and preparing reports for management and regulatory purposes.Key Responsibilities:Technical ComplianceConduct technical compliance reviews and regulatory compliance tracking.Review engineering designs, technical documents, specifications, procedures, and reports.Verify compliance with company standards and regulatory requirements.Support project approvals and regulatory stage requirements.Contribute to the continuous improvement of technical compliance procedures.Technical SafetyVerify technical safety requirements during design, construction, commissioning, handover, and operational phases.Support compliance verification for:Fire & Gas Detection SystemsFire Protection & Firefighting SystemsEmergency Shutdown SystemsSafety Instrumented SystemsAlarm & Emergency Response InterfacesHazardous Area ClassificationEmergency Communication & Warning SystemsProcess SafetyParticipate in technical safety and process safety studies, including:HAZOPHAZIDFERAQRASIL AssessmentBow-Tie AnalysisFire Risk AssessmentHazardous Area ClassificationEmergency Response & Evacuation StudiesVerify implementation and closure of study recommendations.Validate risk reduction measures.Review Management of Change (MOC) documentation.Audits & InspectionsPlan and conduct internal technical compliance audits.Perform site inspections and technical walkthroughs.Identify non-compliances, unsafe conditions, and technical deficiencies.Prepare audit reports with findings, risk rankings, and corrective actions.Monitor the effectiveness of corrective and preventive actions.Compliance Reporting & DocumentationPrepare compliance documentation for project approvals, commissioning readiness, handover, and operational acceptance.Maintain compliance registers, audit records, inspection reports, and regulatory submission records.Track compliance KPIs and prepare periodic reports.Develop dashboards and trend analyses to support compliance performance.Stakeholder CollaborationCoordinate with internal stakeholders, contractors, consultants, and regulatory authorities.Provide technical compliance advice to site teams.Support contractors and consultants in understanding NGHC compliance requirements.Escalate critical compliance risks to management.Participate in technical reviews, audit meetings, commissioning readiness meetings, and regulatory discussions.Qualifications & Experience:EducationBachelor's degree in Chemical Engineering, Safety Engineering, Mechanical Engineering, Industrial Engineering, or a related engineering discipline.Preferred CertificationsNEBOSHOSHAIOSHEquivalent professional safety certifications.ExperienceMinimum 7 years of experience in a similar role.Skills & Technical KnowledgeTechnical safety and compliance assurance.Engineering design and technical document review.Industrial safety and process safety requirements.Hazard identification and risk assessment.Internal audit planning and execution.Inspection and compliance verification.Corrective action management.Regulatory compliance tracking.Fire protection and fire & gas systems.Emergency shutdown and safety instrumented systems.HAZOP, HAZID, FERA, QRA, and SIL review processes.Management of Change (MOC) principles.Compliance registers, audit reporting, and action tracking.Strong technical writing, communication, and coordination skills.Ability to work with multidisciplinary teams and contractors.High attention to detail and strong follow-up capability.
