Construction Workforce / Human Capital Development Expert

We are seeking a Construction Workforce / Human Capital Development Expert to support the design, detailing, and implementation planning of workforce initiatives for the construction sector in the GCC. The expert will validate sector findings, identify root causes behind workforce challenges, assess existing national initiatives, and translate proposed solutions into implementation-ready programs with clear processes, governance, KPIs, and handover roadmaps for relevant government entities.The ideal candidate brings deep construction-sector workforce expertise, strong understanding of Saudi labor and skills systems, and proven experience shaping large-scale workforce nationalization, mobilization, and competency-verification programs.What You'll Do❏ Validate construction workforce findings and diagnose root causes behind labor shortages, mobilization gaps, and skills mismatches❏ Assess existing government and private-sector workforce initiatives to identify gaps and improvement opportunities❏ Design implementation-ready workforce programs including workflows, governance, KPIs, and rollout roadmaps❏ Develop competency frameworks, certification pathways, and skills-verification mechanisms for construction job families❏ Support GCC nationalization strategies including talent attraction, retention, and career-path development❏ Coordinate with government entities (MHRSD, HRDF, TVTC, Qiwa, Nitaqat, Tawteen, SVP)❏ Provide expert advisory on contractor workforce planning, mobilization, and human-capital development❏ Prepare documentation, presentations, and handover packages for government ownersRequirements❏ Construction workforce planning and labor mobilization expertise❏ GCC nationalization, attraction, and retention experience❏ Skills certification and competency-verification background❏ Strong understanding of the GCC labor ecosystem (Nitaqat, Tawteen, Qiwa, SVP, HRDF, TVTC)❏ Proven ability in workforce initiative design and implementation❏ Strong stakeholder engagement and government coordination skills❏ Advanced root-cause analysis and solution-development capability❏ 10+ years of experience in construction workforce, human capital, or labor mobilization❏ GCC Experience (strongly Preferred)You're Our Match If You Have❏ Deep experience in construction workforce planning and labor mobilization❏ Strong understanding of GCC labor regulations, nationalization policies, and workforce systems❏ Proven ability to design workforce initiatives with clear governance, KPIs, and implementation plans❏ Experience developing competency frameworks or certification systems❏ Ability to work with government stakeholders, regulators, and construction-sector employers❏ Strong analytical skills for validating findings and developing actionable solutions❏ Excellent communication and stakeholder-management skills❏ Ability to work on-site as neededBonus Points If You Have Experience With❏ Advisory work for government ministries or semi-government entities❏ Construction project delivery or contractor workforce management❏ Designing monitoring frameworks, dashboards, and reporting systems❏ Vocational training systems or technical education programs❏ Arabic Language Proficiency (Preferred)❏ Large-scale transformation or national workforce programs
