Apply & track with Apply EdgeAdoption, Communications, and InstitutionalizationRole purposeDrive the “people side” of the agriculture transformation across government and sector stakeholders—ensuring new policies, processes, and digital tools are adopted, institutionalized, and sustained through change strategy, capability building, communications, and behavioral interventions..Responsibilities:Change strategy and stakeholder mappingDevelop a transformation-wide change strategy alignedto the TMO roadmap.Map stakeholder groups: leadership, regulators, extension services, inspectors, finance/admin staff, farmers, private sector partners.Identify adoptionrisks and developmitigation plans per initiative/workstream.Change design for priority programsFor each major initiative (subsidy reform, resourcemanagement, digital platforms, inspections), define:New rolesand responsibilities (RACI).Process changesand SOP updates.Policy/procedure communications and training needs.Readiness criteriaand go-live supportapproach.Communications and engagementBuild a multi-channel communication plan:Executive communications (steering messages, decisionsummaries)Internal adoptioncommunications (townhalls, toolkits,FAQs)External stakeholder engagement (farmer outreach,supplier briefings, association engagement)Develop structured materials: playbooks, briefingpacks, field guides.Capability building and institutionalizationEstablish a capability frameworkaligned to the new operatingmodel:Training curricula (policy, processes, tools) and development of train-the-trainer programsCommunities of practice (extension, inspectors, program managers) Coaching and “super user” networks for digital productsDefine reinforcement mechanisms: leadership routines,performance dialogues, continuous improvement loops.Change measurement (qualitative and operational)Establish adoptionindicators and readiness assessments (training completion, process compliance checks, system usage patterns, field feedback loops).Conduct structured feedback collection and incorporate into iterative improvement cycles with workstream leads.Required experience and qualifications.Education: Bachelor’s degree in organizational development, public administration, HR strategy, or related; certifications (e.g., Prosci) are a plus.10+ yearsin change management for large-scale publicsector or regulated-sector transformations.Direct experience supporting reforms (policy/process) and digital rolloutswith frontline adoption.Experience in agriculture/food systemspreferred (or strongexposure to government service delivery contexts).
