Role Overview:We are seeking an experienced and forward-thinking Curriculum Development Specialist to lead the design, development, and implementation of vocational training programmes within a policing and security context. This role is central to ensuring that training programmes are operationally relevant, competency-based, and aligned with modern policing and security practices. The successful candidate will bring a strong understanding of contemporary operational policing methodologies and translate these into high-quality learning, assessment, and immersive training experiences.Key ResponsibilitiesCurriculum Design & DevelopmentLead the development of competency-based vocational curricula aligned with organisational and operational policing requirementsEnsure curriculum reflects modern operational policing methodologies, frameworks, and best practicesOversee the design and refinement of learning materials, learner guides, and instructional resourcesEnsure alignment between learning outcomes, delivery methods, and assessment strategiesAssessment & MethodologyDesign and oversee robust assessment frameworks, including:Practical and skills-based assessmentsScenario-based and simulation-driven assessmentsEnsure assessments accurately reflect real-world operational performance, decision-making, and command structuresImmersive & Scenario-Based LearningLead the integration of problem-based learning, simulations, and immersive training approachesDevelop realistic scenarios aligned with current policing challenges and operational environmentsEmbed competencies such as decision-making, risk management, communication, and multi-agency coordinationImplementation & Change LeadershipWork closely with trainers and instructors to implement new curricula and methodologiesProvide guidance, coaching, and facilitative support to ensure effective adoptionLead change initiatives and build stakeholder buy-in across training teamsQuality Assurance & StandardsLead quality assurance processes for training and assessmentEnsure compliance with recognised vocational and awarding body standardsMonitor and evaluate programme effectiveness, recommending continuous improvementsResource & Capability DevelopmentAdvise on the development of training resources and facilities, including simulation environmentsProvide input on delivery models to ensure alignment with operational, organisational, and resource constraintsQualifications & ExperienceEssential:Background in policing, security, or a closely related operational fieldStrong knowledge and practical understanding of modern operational policing methodologies and frameworksBilingual (Arabic and English) – strong written and verbal communication in bothDemonstrated experience in curriculum development and development of learning resources and assessment toolsExperience in vocational education and training environmentsProven experience designing or delivering, scenario-based training and simulation or problem-based learning approachesRecognised qualification as a vocational trainer and assessorDesirable:Recognised qualification as an Internal Verifier / Quality AssurerExperience working with national or international qualification frameworks or awarding bodiesExperience developing training within government or security sector organisationsKey CompetenciesStrong understanding of competency-based education and assessmentAbility to translate operational policing practices into structured learning programmesSkilled in designing realistic, high-impact training scenariosStrong stakeholder engagement and influence skillsAbility to lead change and support instructional teams through transitionHigh attention to quality, standards, and continuous improvement
