Data Management Consultant

Role PurposeLead the advisory engagement supporting the establishment and activation of the Data Management Office (DMO), ensuring alignment with NDMO national data management standards, relevant regulations, and leading practices.Key ResponsibilitiesLead the current-state assessment and gap analysis of the entity's data management capabilities, and define the target operating model and roadmap.Design the data governance framework, including the government data model, governance structure, roles and responsibilities, policies, and procedures.Establish the DMO's data governance domains in line with NDMO requirements (data governance, data quality, metadata, reference/master data, personal data protection, data lifecycle, and data integration/interoperability).Advise on activating the first data governance cycles and embedding them within the entity's institutional structure to enable an actual operational start within the contract period.Provide technical direction and quality assurance across all deliverables and act as the primary point of alignment with the client's leadership.Required Profileprofessional (3+ years) in data management / data governance, with hands-on experience delivering NDMO-aligned programs in the Saudi public sector; recognized data governance certification (e.g., CDMP) preferred.
