Apply & track with Apply EdgeRole OverviewJob Location - Abu dhabiThe Delivery & Controls Manager is a senior management position responsible for leading the Delivery & Controls function and establishing effective governance, planning, monitoring, and performance control across the department’s portfolio of engineering design projects.The role provides management-level oversight of project performance, programmes, resources, budgets, revenue, risks, contractual obligations, and delivery commitments, working closely with Project Managers and Discipline Managers to ensure consistent and efficient delivery across the department.Key ResponsibilitiesLead and manage the Delivery & Controls function, governance, reporting standards, and performance controls.Oversee the overall delivery performance of the department’s project portfolio, identifying critical issues, delays, resource constraints, and financial risks requiring management intervention.Establish and maintain integrated project planning and controls systems covering programmes, milestones, resources, budgets, revenue, risks, changes, and overall project performance.Monitor the performance of Project Managers and project teams against approved scope, programme, budget, deliverables, and contractual commitments.Lead department-wide resource planning and deployment, working with Discipline Managers to balance workloads, forecast future requirements, identify capacity gaps, and optimize resource utilization.Take management responsibility for monitoring project budgets, cost performance, revenue, invoicing forecasts, profitability, utilization, and financial performance across the department.Develop and maintain management-level KPIs and dashboards covering project delivery, financial performance, resources, programme status, risks, and key management actions.Identify projects requiring recovery or management intervention and lead the development and monitoring of recovery plans.Provide independent review and challenge of project programmes, resource plans, budgets, forecasts, and delivery strategies before escalation to senior management.Oversee risk, change, and contractual controls, ensuring potential variations, delays, claims, and commercial exposures are identified and addressed at an early stage.Coordinate with technical departments to ensure that project delivery remains aligned with technical requirements, interdisciplinary coordination, QA/QC processes, and authority approval requirements.Ensure compliance with Abu Dhabi authority requirements, client obligations, contractual requirements, and company procedures across the project portfolio.Provide senior management with consolidated department performance reports, highlighting delivery status, revenue and profitability, resource utilization, critical risks, and required decisions.Drive continuous improvement in project governance, delivery processes, controls, reporting, resource management, and operational efficiency across the department.RequirementsBachelor's degree in Civil Engineering or a related engineering discipline.15+ years of experience in engineering consultancy, including significant experience in management, project controls, programme management, and multidisciplinary engineering delivery.Strong Abu Dhabi experience is mandatory, with a sound understanding of the local engineering consultancy market, authority requirements, and infrastructure delivery environment.Extensive experience across roads, infrastructure, utilities, and multidisciplinary engineering design projects.Proven ability to oversee multiple projects and Project Managers at department or portfolio level.Strong expertise in project controls, planning, resource management, financial control, risk management, contract administration, and performance management.Demonstrated experience managing department/project budgets, revenue forecasts, profitability, utilization, and overall financial performance.Strong technical understanding of engineering design processes sufficient to challenge programmes, resources, deliverables, interfaces, and project risks.Excellent leadership, analytical, commercial, stakeholder management, and executive reporting skills.Advanced knowledge of Primavera P6, Microsoft Project, dashboards, and project performance/reporting systems.PMP or equivalent project/programme management certification is preferred.
