Deputy Director (Data Analytics and Research)

The OpportunityThe Chandler Governance Group (CGG) is hiring a full-time Deputy Director (Data Analytics and Research) to lead a portfolio of indices and data tools that help governments worldwide measure, benchmark and improve their performance. You would join at an interesting moment. Alongside the Chandler Good Government Index, our established flagship, the team is building new tools, from recently launched Regional Governance Success Scorecard, funded by the Gates Foundation and piloted across 514 Indonesian local governments, and our Future-Ready Governance Index commissioned by UNDP, which pioneers the use of AI to discover and score evidence of future-ready capabilities in countries across Asia and the Pacific. As our portfolio expands, we are adding senior capacity. The role reports to the Director (Knowledge). Key ResponsibilitiesPortfolio: lead the development of new data tools and improve existing ones by setting methodological direction and taking responsibility for technically demanding problems.AI: advance AI use across the measurement pipeline, from evidence discovery and scoring to automated data processing, with validation to ensure accurate and replicable outputs.Quality: assure the methodological soundness and public defensibility of the team’s data products, reviewing and challenging the work of colleagues and partners.People: supervise professional staff and adjunct researchers, recruit and manage adjuncts and interns, and build the team’s technical and analytical capability.Delivery: help to manage concurrent project budgets, timelines and deliverables.External: take on opportunities to present our work to partners, experts, and government officials, and contribute to building relationships that extend our data work.Experience and QualificationsAdvanced degree in statistics, data science, economics, public policy, political science, mathematics or a related quantitative discipline.10 to 15 years of relevant experience, including at least four years leading projects or teams with personal accountability for delivery.Demonstrated fluency in applying AI across research and data workflows, together with the judgement to validate, stress-test and document AI-generated outputs.Experience in working government is strongly preferred.Experience developing composite indices is highly beneficial.Skills and AptitudesExceptional intellectual agility, with the ability to grasp unfamiliar public policy domains quickly and identify credible new ways to measure government capabilities within them.Strong command of the statistical methods used in composite measurement, with proficiency in R, Stata or equivalent and reproducible, version-controlled workflows.Sound judgement on methodological trade-offs, and the confidence to defend or revise them under expert scrutiny.The maturity and steadiness to lead a small, high-performing team under sustained delivery pressure.Benefits and TermsCompetitive remuneration.
