About the Digital Cooperation Organization (DCO)The Digital Cooperation Organization is the world's first standalone international intergovernmental organization focusing on the acceleration of the growth of an inclusive and sustainable digital economy. It is a global multilateral organization founded in November 2020 that aims to enable digital prosperity for all.The DCO brings together the Ministries of Communications and Information Technology of its Member States, and is focused on empowering youth, women, and entrepreneurs, leveraging the accelerative power of the digital economy, and leapfrogging with innovation to drive economic growth and increase social prosperity.About the RoleWe're looking for a Digital Economy Navigator to shape the strategic design and management of DCO's digital economy roadmap — helping Member States advance their digital maturity — while owning the methodology, data, and reporting behind DCO's flagship Digital Economy Navigator (DEN) index. You'll work closely with Member States, IT, and senior leadership to turn data into strategy.What You'll DoContribute to the development of the Digital Economy Intelligence business plan in alignment with DCO strategy; develop and implement operational plans for Digital Ecosystem Roadmap Design to enable achievement of DCO's strategic goals.Discuss budgeting requirements with top management, ensure effective budget utilization, report progress/challenges, and propose initiatives that deliver positive financial impact while mitigating risks.Lead the design and implementation of policies/procedures to meet procedural and legislative requirements; drive continuous improvement and cost reduction; monitor daily activities for compliance; and stay abreast of leading practices.Develop and update methodologies aligned with global standards and digital economy maturity; assess maturity indices and DEN characteristics; guide research on dimensions, pillars, and indicators; refine primary/secondary data collection methodologies; procure analytical tools; and enforce data cleansing/validation protocols.Identify trends in datasets; conduct workshops with Member States to analyze current state and pain points; synthesize data into strategic recommendations; and convert analytics into clear reports for diverse stakeholders.Develop tailored high-level roadmaps for Member States based on needs and emerging trends; collaborate with stakeholders to refine roadmaps for practical execution.Develop and disseminate conclusive DEN reports; collaborate with IT to integrate findings into a unified digital platform; monitor platform user experience, security, and accessibility; and provide ongoing support for roadmap implementation.What You'll BringBachelor's degree in Economics, Engineering, or equivalent is required.Master's degree in Business Administration, Data Analytics, or equivalent is preferred.9+ years of professional experience, with a strong background in digital economy strategy and data analytics.Ability to create high-level strategic roadmaps and business operational plans tailored to state-level digital economy maturity.Proficiency in data collection (primary/secondary), advanced analytical tools, data cleansing/validation, and translating complex data into strategic narratives.Experience conducting workshops and collaborating with cross-functional internal teams (IT, Corporate Governance) and external entities (Member States, Service Providers).Technical acumen to work with IT teams on platform integration, security, and user experience.Capability to oversee department budgeting, track ROI initiatives, and mitigate financial and operational risks.
