The organization provides technical advisory services, training workshops, and hands-on programs for emerging evaluators to build local capacity. CLEAR PCA also promotes knowledge sharing through reports, publications, and public events that advance evidence-based policymaking. Hosted at the Centre for Economic Research in Pakistan (CERP), CLEAR PCA operates at the intersection of research, policy, and practice, offering a collaborative environment for professionals committed to impactful development outcomes.Role Description The Director role at CLEAR Pakistan & Central Asia is a full-time, on-site position based in Serpong. The Director will provide strategic leadership for regional M&E initiatives, including designing and overseeing programs, building and managing partnerships with government agencies and other stakeholders, and ensuring alignment with CLEAR PCA’s mission and standards. Day-to-day responsibilities include supervising technical advisory projects, guiding training and capacity-building activities, reviewing and approving key deliverables, and overseeing knowledge products such as reports, policy briefs, and event content. The Director will lead and mentor a multidisciplinary team, manage budgets and resources, and represent CLEAR PCA in regional forums, conferences, and stakeholder meetings. The role also involves monitoring program performance, promoting innovation in M&E practices, and ensuring compliance with organizational policies and donor requirements.Qualifications Strong expertise in monitoring and evaluation, public policy, economics, or related social sciences, with demonstrated experience in designing and leading M&E systems or programs.Proven leadership and management experience, including team supervision, strategic planning, budget oversight, and partnership development in a mission-driven or research-focused organization.Excellent communication skills, including the ability to present complex information clearly, engage with senior government officials and diverse stakeholders, and represent the organization in public forums.Experience in capacity building, such as developing and delivering training workshops, mentoring early-career professionals, or leading knowledge-sharing initiatives.Strong analytical and problem-solving abilities, with familiarity in using data and evidence for policy and program decision-making.Advanced degree (e.g., Master’s or PhD) in a relevant field such as economics, public policy, development studies, statistics, or evaluation is highly preferred.Demonstrated ability to work in multicultural environments, with sensitivity to regional contexts in Pakistan and Central Asia; prior regional experience is an advantage.High level of professional integrity, organizational skills, and ability to manage multiple priorities in a fast-paced setting.
