Position SummaryThe Northern California Cement Masons Joint Apprenticeship and Training Committee (JATC) seeks an experienced Director to lead and manage its apprenticeship and training program. Working under the direction of the JATC and in partnership with labor and management representatives, the Director oversees all aspects of apprenticeship and training program administration, operations, regulatory compliance, staff leadership, financial management, and strategic planning. The Director serves as the chief administrative leader of the JATC training program and plays a vital role in advancing the organization’s mission of developing highly skilled Cement Masons through high-quality apprenticeship and continuing education programs. Essential QualificationsThe ideal candidate will possess:Experience administering or working with apprenticeship and workforce development programs.Strong knowledge of the construction industry and established relationships within labor, management, and industry organizations.Ability to work effectively within a labor-management (Taft-Hartley) environment and build consensus among diverse stakeholders.Strong staff leadership, supervision, and team development skills.Demonstrated administrative, operational, and organizational leadership experience.Familiarity with the California Department of Industrial Relations and Division of Apprenticeship Standards, and the U.S. Department of Labor, Office of Apprenticeship requirements.Experience with apprenticeship standards, training curricula, program development, and industry education initiatives.Excellent written and verbal communication skills. Preferred QualificationsExperience serving as a director, administrator, coordinator, business manager, training coordinator, or similar leadership role in an apprenticeship, training, union, employer association, or workforce development organization.Experience securing grants, public funding, or industry support for training programs.Experience managing budgets, financial reporting, and organizational resources.Experience working with trustees, governing boards, committees, or public agencies.Experience in preparing reports, presentations, and recommendations for governing boards and committees. Key ResponsibilitiesThe Director is responsible for the overall administration and operation of the Northern California Cement Masons apprenticeship and training program, including:Provide leadership and direction to the JATC staff, apprentices and journeylevel students.Supervise office staff and direct office functions for maximum efficiency.Furnish the JATC with program information and reports necessary for their formulation of appropriate and effective program policy.Develop and implement necessary administrative functions and operational procedures as mandated by JATC policies and directives.Ensure that all training programs comply with the requirements of the Department of Apprenticeship Standards and the federal Department of Labor, Office of Apprenticeship.Serve as liaison with the JATC subcommittees aided by the Administrative staff.Maintain communication liaison with the JATC, Board of Trustees, Cement Masons Local 300, Cement Masons Local 400, employer organizations and public agencies.Build a training culture that supports career long term training for journey level Cement Masons.Promote the cause of apprenticeship training by gaining community, employers, and labor support.Ensure that the organizational mission of training apprentices to become qualified journeypersons is supported by organization goals and staff performance results. Ensure that education, training, and development of staff is instituted when necessary for the achievement of organization policy and objectives.Give implementation recommendations and consideration to staff and committees when they are warranted and feasible.Oversees the financial management and controls of the program, ensuring adequate safeguard of resources, responsible prosecution of budgets, and a cost-effective utilization of funds.Develop and implement imaginative and effective plans that will maintain and improve the program and the mission.Work with agencies and groups at a high level to secure support and necessary funding for needed programs.Communicate practical ideas, plans, program designs, and reports to others. Recruit, select, place, and develop personnel.Attend and provide director reports at quarterly meetings of the JATC and Board of Trustees, as required.Compensation and BenefitsCompetitive compensation package commensurate with qualifications and experience.
