It is a position distinct from the Medical Director, which carries clinical governance accountability.Two eligibility conditions are mandatory under the Executive Regulation:1. This role is restricted to Saudi nationals due to Saudization requirements.2. The postholder must hold a bachelor's degree as a minimum.Performance expectations for the position are set by the CBAHI National Hospital Standards, Leadership chapter. These require the postholder to be qualified in healthcare management by education, training, or experience, to have a good command of English, and to have specific responsibilities documented in a current job description. Since CBAHI accreditation is a prerequisite for renewal of the operating license, these standards apply in practice as licensing requirements.Where the postholder also holds a health profession qualification, Saudi Commission for Health Specialties registration and classification requirements apply to that profession in the normal way. Independently of that, the Administrative Director is accountable for ensuring valid SCFHS registration and classification is maintained across all clinical staff on the establishment.Purpose of The RoleAccountable for the non-clinical operation of the facility, covering administration, support services, workforce administration, facilities, supply chain, revenue cycle, and administrative regulatory compliance, so that clinical services are delivered safely, efficiently, and within budget.Key Accountabilities 1. Regulatory and accreditation compliance- Maintain the facility operating license and all mandatory registrations, including renewal submissions and notification of named leadership posts.- Own the administrative evidence base for CBAHI accreditation and coordinate responses to enquiries, surveys, and inspections from the Ministry of Health, CBAHI, the Council of Health Insurance, and other authorities.- Ensure compliance with Saudi Labour Law, Saudization requirements, and SCFHS registration status across the clinical establishment.2. Operations and support services- Direct administration, housekeeping, catering, security, transport, and facilities management.- Ensure the physical plant, utilities, and medical equipment maintenance programs remain current and compliant.- Own procurement, supply chain, and inventory, including SFDA regulated items.3. Financial management- Prepare and control the operating and capital budget, monitor variance, and report to the governing body.- Own the revenue cycle interface covering eligibility, coding submission support, NPHIES claims administration, and payer contract administration.- Ensure efficient utilization of all resources against agreed performance indicators.4. Workforce administration- Workforce planning, recruitment administration, onboarding, custody of credentialing files, and personnel records.- Ensure the mandatory orientation and training calendar is delivered and documented.5. Quality, safety, and risk- Serve on the executive management committee and the quality improvement committee as part of the facility leadership group.- Own emergency preparedness, business continuity, and the non-clinical elements of the risk register.- Support patient safety and quality improvement programs through resource allocation and data provision.6. Governance and reporting- Accountable to the governing body for implementation of approved policies and for operational performance.- Contribute jointly with the Medical Director to the facility scope of services and strategic plan.Interface With The Medical DirectorClinical governance, privileging, medical staff conduct, and clinical outcomes sit with the Medical Director. The Administrative Director provides the resources, systems, and information that make those functions possible. Scope of services, budget, and the strategic plan are held jointly.Qualifications and Experience- This role is restricted to Saudi nationals due to Saudization requirements- Bachelor's degree as a minimum, in health administration, business administration, or a health profession.- Postgraduate qualification in healthcare or business administration preferred.- Five to seven years of progressive healthcare administration experience, including at least three years at management level.- Working knowledge of Ministry of Health licensing requirements, CBAHI standards, CHI regulations, and NPHIES.- Fluent in Arabic and English.
