Apply & track with Apply EdgeRole PurposeThe Federal Debt Director is responsible for leading and managing the overall operations of the Federal Debt Management Office (FDMO), ensuring the effective execution of its mandate and activities. The Director shall also perform any other duties and responsibilities related to the FDMO as assigned by the Minister of Finance, in accordance with Federal Law No. (9) of 2018 on Public Debt.In addition, the Director shall undertake any other finance- or fiscal-related responsibilities as may be assigned by the Minister of Finance in support of the Ministry's objectives and priorities.Key ResponsibilitiesImplement approved strategies, policies, and directives.Advise the Minister of Finance on the investment of surplus government funds in highly secure and liquid assets to optimize safety, liquidity, and returns.Direct and oversee the organizational units within the Federal Debt Management Office (FDMO), monitor their performance, and ensure effective reporting while preventing duplication of objectives, functions, and responsibilities.Develop the proposed strategic and operational plans for the department, establish key performance indicators (KPIs), and oversee their implementation and achievement.Formulate and recommend public debt management strategies and policies for the Minister's review and approval.Coordinate with the Central Bank in the development and implementation of public debt management strategies and policies.Identify opportunities for operational improvement, prepare recommendations, and submit them to senior management for approval and implementation.Monitor departmental KPIs on a regular basis, review progress against targets, evaluate staff performance, and prepare the department's annual performance report for submission to senior management.Foster strong relationships with external stakeholders to establish strategic partnerships, while engaging and motivating internal stakeholders and leading change management initiatives to enhance organizational efficiency and effectiveness.Advise the Minister on proposals to be submitted to the Cabinet for the issuance of public debt instruments.Perform any other duties assigned by the Minister in support of implementing the Public Debt Law, including matters related to the sovereign credit rating of the Federal Government.Lead, direct, review, and approve the department's operating procedures, work methodologies, performance indicators, and quality standards.Oversee, monitor, and evaluate the department's administrative functions, including strategic planning, budgeting, reporting, service delivery, and performance management to ensure operational excellence.QualificationsProfessional Certificate in Market RiskCertified Public Accountant (CPA)Certified Treasury Professional (CTP)UAE Value Added Tax (VAT) Compliance DiplomaCertified Professional Compliance CertificateChartered Financial Analyst (CFA)Association of Chartered Certified Accountants (ACCA)Certificate in Real Estate and Financial ModelingMaster's Certificate in Auditing
