Role PurposeLead and manage the overall operations of the Federal Debt Management Office (FDMO), ensuring the effective delivery of its mandate, strategies and activities in accordance with Federal Law No. (9) of 2018 on Public Debt.The role provides strategic advice to the Minister of Finance on public debt management and undertakes other finance- and fiscal-related responsibilities assigned by the Minister in support of the Ministry’s objectives and priorities.Key ResponsibilitiesPublic debt strategy and policy: Develop and recommend public debt management strategies and policies for the Minister’s approval, oversee their implementation, and coordinate with the Central Bank on their development and execution.Ministerial advice: Advise the Minister on proposals for the issuance of public debt instruments to be submitted to the Cabinet, and undertake assigned responsibilities relating to the Federal Government’s sovereign credit rating.Government surplus funds: Advise the Minister on investing surplus government funds in highly secure and liquid assets.Office leadership and governance: Direct the FDMO’s organizational units, oversee their performance and reporting, and ensure clear responsibilities without duplication of objectives or functions.Planning and performance management: Lead strategic and operational planning, budgeting and reporting; establish and monitor key performance indicators; evaluate progress and employee performance; and oversee the preparation of the department’s annual performance report.Operational excellence: Lead, review and approve operating procedures, work methodologies and quality standards. Identify improvement opportunities and oversee the effectiveness of administrative operations and service delivery.Stakeholder engagement and change management: Build strategic partnerships with external stakeholders, engage internal stakeholders, and lead change initiatives to enhance organizational efficiency and effectiveness.People development: Foster a culture of teamwork, continuous learning and high-quality performance across the department.Eligibility RequirementsUAE Nationals holding a valid UAE Family Book (Khulasat Al Qaid).Master’s degree in Accounting, with a minimum of 10 years of experience.Bachelor’s degree in Accounting, with a minimum of 12 years of experience.Professional QualificationsProfessional Certificate in Market RiskCertified Public Accountant (CPA)Certified Treasury Professional (CTP)UAE Value Added Tax (VAT) Compliance DiplomaCertified Professional Compliance CertificateChartered Financial Analyst (CFA)Association of Chartered Certified Accountants (ACCA)Certified Management Accountant (CMA)Certificate in Real Estate and Financial ModelingMaster's Certificate in AuditingCertified Professional Compliance Certificate
