The role is responsible for ensuring the branch’s operational excellence, financial sustainability, regulatory compliance, people management, client relationships, and continued business growth.The Operations Director will represent Italconsult at a senior level with key clients, government authorities, partners, and stakeholders across Qatar, while ensuring the branch remains fully aligned with the company’s corporate strategy and governance standards.Key Responsibilities1. Strategic LeadershipProvide overall leadership and direction for Italconsult’s Qatar Branch.Develop and implement branch strategies aligned with corporate objectives and regional growth plans.Drive operational excellence across all branch functions.Establish performance objectives, KPIs, and business priorities.Ensure effective coordination between the Qatar Branch and corporate headquarters.Promote a culture of accountability, professionalism, and continuous improvement.2. Financial & Administrative ManagementMaintain full P&L responsibility for the Qatar Branch.Lead annual budgeting, financial forecasting, cost control, and performance monitoring.Ensure the branch achieves its financial and operational targets.Monitor revenue, profitability, cash flow, and resource utilization.Oversee office administration, procurement, facilities, and operational support functions.Ensure appropriate internal controls and corporate governance procedures are implemented.3. Regulatory & Corporate ComplianceEnsure full compliance with applicable Qatar laws, regulations, and government requirements.Maintain and oversee:Trade and commercial licenses.Corporate registrations and certifications.MMUP engineering classification and requirements.Government and client prequalification processes.Visa, residency, and immigration requirements.Qatar Labour Law and employment regulations.Maintain effective relationships with relevant government authorities and regulatory bodies.Ensure all statutory and corporate documentation remains valid and up to date.4. Human Capital ManagementLead workforce planning in line with current and future business requirements.Oversee recruitment, employee acquisition, onboarding, retention, and succession planning.Ensure the branch has the appropriate organizational structure and talent capability.Develop employee engagement and retention strategies.Oversee employee welfare and benefits, including insurance programs.Promote professional development and performance management across the branch.5. Business Development & Client ManagementDevelop and maintain strong relationships with strategic clients and key stakeholders.Lead client retention and relationship management initiatives.Identify, evaluate, and pursue new business opportunities.Develop the branch’s presence across Qatar’s public and private sectors.Lead business development activities, tenders, proposals, and strategic opportunities.Build and maintain relationships with major government entities, developers, consultants, contractors, and strategic partners.Monitor market trends and identify opportunities for sustainable business growth.6. Risk Management & GovernanceIdentify and proactively manage operational, commercial, financial, legal, and reputational risks.Ensure business continuity and operational resilience.Establish appropriate risk mitigation and escalation procedures.Ensure compliance with corporate governance standards and internal policies.Protect the company’s commercial interests and reputation in the Qatar market.Escalate material risks and business issues to corporate management in a timely manner.7. Stakeholder & Government RelationsAct as a senior representative of Italconsult in Qatar.Maintain strong relationships with government authorities, clients, partners, and other key stakeholders.Represent the company in high-level meetings, negotiations, industry events, and strategic discussions.Develop and maintain an effective government and stakeholder engagement network.Mandatory RequirementMMUP Engineering Grade A Certification – Qatar is essential.Ideal Candidate ProfileSenior executive with substantial leadership experience within an engineering consultancy, PMC, or project management environment in Qatar.Proven experience managing a branch, business unit, or comparable operation with full commercial and operational responsibility.Strong knowledge and established network within PWA/Ashghal and Qatar’s engineering and infrastructure sector.Demonstrated track record in business development, client management, and securing new opportunities.Strong commercial and financial management capabilities, including P&L responsibility.Comprehensive understanding of Qatar’s regulatory, licensing, employment, and engineering requirements.Strong government and stakeholder relations.Excellent leadership, negotiation, communication, and decision-making skills.Ability to operate effectively at senior executive and board-management level.Strong understanding of the Qatar market and established professional network.Key CompetenciesStrategic LeadershipCommercial AcumenP&L and Financial ManagementBusiness DevelopmentClient & Stakeholder ManagementGovernment RelationsRegulatory ComplianceRisk ManagementPeople & Organizational LeadershipNegotiation & CommunicationOperational ExcellenceCorporate GovernanceSuccess MeasuresThe successful candidate will be expected to deliver:Sustainable and profitable branch performance.Strong client retention and stakeholder relationships.Growth in new business opportunities and market presence.Full regulatory and corporate compliance.Effective workforce planning and talent retention.Strong operational governance and risk management.Alignment of Qatar operations with Italconsult’s corporate strategy.
