Apply & track with Apply EdgeJob Title: Procurement Manager Department: Procurement Department Job Location: Riyadh, Kingdom of Saudi Arabia Direct Manager: Projects' Execution Director Grade-Level: Level (2) Subordinates: Senior Procurement SpecialistPurpose of the Job To lead and govern all procurement activities across projects by developing procurement strategies, ensuring cost alignment with approved budgets, managing supply chain risks, overseeing subcontract and supplier engagements, and maintaining full compliance with the company's procurement governance framework and contractual requirements.ResponsibilitiesAdministrative and Supervisory Tasks:Develop and implement project-specific procurement strategies aligned with contract requirements, approved Budget/BOQ, and project execution plans.Oversee preparation and approval of procurement schedules aligned with project timelines and delivery milestones.Forecast material, equipment, and subcontractor requirements in coordination with project and technical teams.Ensure procurement activities remain aligned with approved budgets, cost plans, and project milestones.Monitor procurement budgets and ensure cost efficiency across all projects.Identify cost-saving opportunities and promote value engineering initiatives in coordination with Project and QS teams.Provide procurement cost reports, commitment forecasts, and risk exposure updates to senior management.Approve vendor and subcontractor prequalification decisions and maintain governance over the approved supplier list.Oversee supplier performance evaluations and strategic supplier categorization.Establish and maintain long-term strategic relationships with key suppliers and subcontractors.Ensure timely delivery of materials, equipment, and subcontract packages to project sites.Monitor lead times and ensure proactive mitigation of potential procurement delays.Identify supply chain risks and ensure appropriate mitigation strategies are implemented.Ensure procurement processes comply with company policies, contractual obligations, and audit requirements.Maintain oversight of documentation control and ensure procurement records remain audit-ready.Technical Tasks:Review and validate procurement strategies, sourcing approaches, and packaging structures prepared for major material and subcontract packages.Review and approve supplier and subcontractor evaluations, technical comparisons, and commercial recommendations.Review, negotiate (when required), and approve supplier and subcontractor contracts prior to execution.Ensure contractual terms, technical specifications, quality standards, and delivery obligations are properly defined and enforced.Manage variations, claims, and dispute resolution processes related to procurement in coordination with QS.Collaborate with the FF&E team to review material specifications, finishes, samples, and technical submittals before approval.Support sourcing strategies for furniture, fixtures, and equipment (FF&E) packages and ensure alignment with design intent and budget constraints.Oversee mock-ups, sample approvals, and factory inspections for critical or high-value packages.Work closely with the Quantity Surveyor to validate BOQs, quantities, and cost estimates prior to major commitments.Align procurement packages with approved budget allocations and cost plans.Support QS in commercial evaluations, subcontractor comparisons, and final recommendation approvals.Provide procurement data and commercial inputs for interim valuations, variations, and final account settlements.Coordinate logistics strategy for international shipments including customs clearance and site handling (where applicable).Ensure procurement commitments remain aligned with cost reports and cash flow projections.Job QualificationsEducational Qualifications: Bachelor's degree in Supply Chain Management, Business Administration, or any related field.Practical Qualifications: A minimum of 10 to 15 years of practical experience in procurement, including supervisory or team-lead roles, preferably within the construction/contracting sector in the Kingdom of Saudi Arabia or the GCC.Certification/Courses Qualifications:Certified Professional in Supply Management (CPSM).Strategic Sourcing, Contract Negotiation and Vendor Management Course.Languages Required: Excellent level in English language writing, reading, and speaking.
