About the RoleAre you a strategic procurement leader with a talent for navigating complex regulatory landscapes while driving operational velocity? The Office of Shared Administration (OSA) is seeking a highly skilled Director of Purchasing to lead, modernize, and accelerate agency-wide procurement operations for OSA and the West Virginia Department of Health (DH), Department of Health Facilities (DHF), and Department of Human Services (DoHS).Reporting directly to the Executive Director of Operations, you will serve as OSA’s senior procurement subject-matter expert and decision-maker within delegated authority. In this capacity, you will oversee an expansive procurement footprint, managing a dedicated team of professional staff. Your mission will be to modernize purchasing workflows and find innovative methods to reduce procurement cycle-times to deliver high-velocity, compliant solutions that empower our state agencies to serve West Virginians.Key ResponsibilitiesAs the Director of Purchasing, your expertise will steer the division through the following core pillars:Strategic Division Leadership & Modernization: Plan, develop, and direct the comprehensive operations of the Purchasing Division. Lead the modernization and automation of purchasing workflows to eliminate administrative waste and systematically resolve contract execution bottlenecks.Velocity & Data-Driven Performance: Establish and manage robust procurement dashboards and clear KPIs. Proactively manage the solicitation pipeline, track vendor performance, and drive aggressive procurement cycle-time reductions across all participating departments.Policy, Forms, & Procedural Design: Formulate, implement, and maintain purchasing operating procedures in strict alignment with state statutory, regulatory, and federal compliance guidelines. Develop and approve essential procurement forms and protocols based on OSA and state Office of Administration mandates.Regulatory Interpretation & High-Level Decision Making: Serve as the senior procurement voice and decision-maker within delegated authority. Interpret regulations for staff, managers, and external vendors, finding proactive, lawful avenues to accelerate the procurement process rather than simply administering existing bureaucratic steps.Federal Grant & Financial Management: Direct the compliance and execution of procurements funded by complex federal grants. Oversee the development and management of the purchasing administrative budget, ensuring absolute fiscal integrity and data accuracy.Workforce Development & Training: Continually assess divisional competencies to determine training needs. Proactively source, facilitate, or lead continuous learning opportunities through national, state, and local procurement conferences and professional development meetings.Minimum QualificationsEducation: A bachelor’s degree from an accredited college or university.Experience: A minimum of six (6) years of related, progressive experience in large-scale purchasing, contract administration, or supply chain management.Specialized Experience: Demonstrated experience managing procurements backed by federal grants and using data dashboards to track pipeline KPIs.Core Competencies: Expert-level knowledge of public procurement laws, pipeline management, budget oversight, technical report analysis, regulatory compliance, team leadership, and executive vendor relations.Preferred QualificationsPublic Sector Expertise: Strong preference will be given to candidates with direct public-sector or government procurement experience, specifically demonstrating a deep familiarity with regulations.Professional Certifications: Active designation as a Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB).Why Work for Us?At the Office of Shared Administration, your leadership ensures that public resources are utilized effectively to support vital health and human services across the state.
