SUMMARY The St. Louis Chapter of the National Electrical Contractors Association (STL NECA or Chapter) is a nonprofit, employer trade association representing over 100 electrical and telecommunications contractors throughout Eastern Missouri. STL NECA works to advance the electrical construction industry through labor relations, advocacy, education, research, and workforce development.GENERAL JOB DESCRIPTIONSTL NECA has developed a new opportunity for a Director of Recruiting (Director) to help Chapter member contractors identify, attract, hire, and retain the experienced talent necessary to grow their businesses and successfully execute their work.The Director will focus on recruiting experienced electrical construction professionals, including field personnel at the journeyman level and above, as well as project managers, estimators, superintendents, safety professionals, BIM/VDC personnel, and other management, technical, and professional positions needed by member contractors.The Director reports directly to the Chapter’s Executive Vice President and will work closely with STL NECA member contractors to understand their workforce needs, develop candidate pipelines, and connect qualified individuals with career opportunities throughout the Chapter’s jurisdiction.QUALITIES FOR SUCCESSThe Director will recruit for field, management, and professional positions within the electrical construction industry. The ability to understand contractor workforce needs, evaluate a candidate’s experience and qualifications, and credibly communicate with both candidates and employers will be essential to success.Successful candidates will ideally have prior recruiting experience within the electrical or construction industry, or meaningful experience working within the construction industry itself. Experience recruiting skilled trades, project managers, estimators, superintendents, or other technical professionals is particularly valuable. Strong relationship-building skills and the ability to use data and recruiting technology to manage candidate pipelines and measure results will also be important.SPECIFIC DUTIES AND RESPONSIBILITIES The Director is responsible for, and has commensurate authority to accomplish, the responsibilities set forth below. These duties are not listed in any particular order or category and are subject to review, addition, or deletion as may be required to achieve success.Recruiting & Candidate Development Develops and maintains a pipeline of experienced electrical construction professionals.Proactively identifies and recruits qualified candidates through direct outreach, referrals, industry networks, social media, job boards, and professional organizations.Interviews and evaluates prospective candidates based on experience, qualifications, project history, and career objectives.Connects qualified candidates with employment opportunities at STL NECA member contractors.Member Contractor Support Works directly with member contractors to identify current and anticipated workforce needs.Assists contractors in recruiting difficult-to-fill field, management, technical, and professional positions.Develops an understanding of each contractor’s operations, culture, hiring needs, and growth objectives.Assists member contractors in strengthening their recruiting, interviewing, and hiring practices.Industry OutreachDevelops relationships with industry organizations, recruiting firms, colleges and universities, military transition programs, and other sources of experienced talent.Represents STL NECA at industry events, career fairs, networking programs, and other recruiting opportunities.Identifies opportunities to attract experienced electrical construction professionals to Eastern Missouri.Monitors workforce trends, major projects, compensation practices, and hiring needs within the electrical construction industry.Recruiting Metrics & Reporting: Tracks candidates, contractor needs, interviews, placements, and recruiting activity.Develops measurable recruiting goals and evaluates the effectiveness of recruiting strategies and sourcing channels.Provides regular recruiting and workforce activity reports to the Executive Vice President and Board of Directors.Assists with other duties and projects as needed.
