This senior leadership role is responsible for developing, implementing and managing all Commercial Controls, Change Management, Reporting & Consolidation, Cost Systems, Governance, Procedures and function specific Document Control activities across the SEVEN portfolio.The role leads a team of professionals responsible for portfolio reporting, project controls governance, cost management systems, baseline and non-baseline change management, commercial assurance, process development, document control, training and capability development. The position ensures the delivery of accurate, timely and transparent performance information to support informed decision-making at project, programme, portfolio and executive levels.The role acts as the custodian of portfolio cost data, reporting processes, change governance and associated management systems, ensuring consistency, compliance and continuous improvement across all projects. The position works closely with Projects (Delivery & Development), Finance, Procurement, PMC's, CMC's and Contractors to establish a high-performing controls environment that supports successful project delivery. portfolio Support the Executive Director in defining and implementing the strategic direction for the function Develop and implement the function strategic roadmap, annual objectives and improvement initiatives Contribute to operational planning and annual budgeting for the function Establish and monitor functional KPIs and performance measures Promote a "no-surprise" culture through proactive reporting, forecasting and issue escalation Lead continuous improvement initiatives focused on governance, reporting, automation and operational efficiency Represent SEVEN in all commercial controls, reporting and governance interactions with internal and external stakeholdersExecution & Strategy Establish and maintain portfolio-wide controls frameworks, governance processes and assurance mechanisms Ensure compliance with all approved policies, procedures, governance requirements and delegated authorities Lead assurance reviews across projects to verify compliance with approved controls, procedures and reporting requirements Act as custodian of commercial controls standards across the portfolio Support Executive Management with strategic and operational decision-making through analysis and recommendationsReporting & Portfolio Consolidation Lead all portfolio reporting activities and establish a consistent reporting framework across all projects Direct the preparation and submission of Monthly Status Reports, Executive Reports, Dashboards and Portfolio Performance Reports Consolidate project cost, commercial and performance data into portfolio-level reporting outputs Lead the analysis of portfolio performance trends, forecasts, variances, risks and opportunities Develop executive dashboards and management information systems that support informed decision-making Maintain a strategic reporting calendar and ensure timely submission of all portfolio reporting requirements Produce early warning indicators and performance metrics to identify emerging issues Review reporting outputs to ensure consistency, accuracy and quality across the portfolioCost Management Systems & Data Governance Act as business owner for Aconex Connected Cost and associated project controls systems Lead the implementation, enhancement, configuration and optimisation of cost management systems Drive system improvement initiatives, automation opportunities and integration requirements Establish and maintain portfolio coding structures including CBS, WBS and reporting hierarchies where applicable Ensure portfolio data integrity, consistency and quality across all systems Lead period-end cost system close processes and ensure accurate reporting cut-off dates are achieved Govern portfolio master data and reporting structures Support the implementation of new technologies and digital initiatives within the functionChange Management Lead portfolio-wide baseline and non-baseline change management activities Act as custodian of Change Management procedures and governance frameworks Chair or facilitate Change Committee activities as required Ensure Project Change Requests are assessed, reviewed and approved in accordance with approved procedures and Delegation of Authority requirements Maintain portfolio change registers and reporting metrics Provide assurance and challenge on change requests, cost impacts and business cases Monitor change trends and provide strategic insights to executive managementPolicies, Procedures & Training Lead the development, implementation and maintenance of Commercial Controls, Reporting, Change Management and Governance procedures Establish and maintain management system documentation and process maps Periodically review procedures to ensure alignment with business requirements and industry best practice Lead compliance audits and maturity assessments across the portfolio Develop and maintain training materials, guidance documents and user manuals Deliver training programmes and awareness sessions across the business Promote continuous learning and capability development within the functionFunction Specific Document Control & Information Management Lead the function specific Document Control function across the portfolio Establish and maintain document management standards, protocols and governance requirements Ensure compliance with function specific document control procedures and records management requirements Oversee document workflows, transmittals, reviews, approvals and archival processes Ensure project records are complete, accurate and readily accessible Support audits and assurance reviews through effective document management practicesStakeholder Management Develop strong relationships within Projects (Delivery & Development), Finance, Procurement and Executive Leadership teams Manage relationships with PMC's, CMC's, Contractors and Consultants Act as the primary point of contact for portfolio reporting, governance and controls matters Ensure transparent and efficient communication with all stakeholdersStrategy Implementation Support the implementation of the Commercial & Project Controls strategy Develop and execute initiatives that improve commercial controls maturity, reporting effectiveness and operational performance Drive standardisation and consistency across the portfolioDecision Making & Problem Solving Analyse complex portfolio issues and develop practical solutions Provide independent challenge and assurance to project teams Ensure compliance with Delegation of Authority requirements Escalate significant risks and issues to executive managementHSEQ Promote strong health, safety and environmental practices throughout SEVEN Ensure compliance with all HSEQ policies and proceduresPeople Leadership Lead multiple teams including Reporting & Consolidation, Change Management, Cost Systems and Document Control Define goals and performance measures for all direct reports Develop talent through coaching, mentoring and succession planning Lead recruitment, onboarding and capability development activities Conduct performance reviews and ensure effective implementation of SEVEN's performance management framework Degree in Quantity Surveying, Construction Management, Engineering, Project Management or related discipline Master's degree in Business Administration is preferable APM (Association for Project Management) PPM (Professional in Project Management) PgMP (Program Management Professional)
