Apply & track with Apply EdgeJob PurposeLeads the overall procurement planning and activities related to ARDARA projects in order to fulfill the supply requirement of the projects in timely, quality compliant and cost-effective manner. As such, the role calls for a close interface with the project’s delivery management.Key AccountabilitiesJob-Specific AccountabilitiesProcurement Management Develop, along with the project management team, the procurement execution plan across lifecycle and stages of the project and monitors and evaluates thereafter the execution and progress of such plan.Manager various project(s) procurement activities including implementation of approved purchasing and contracting policies and procedures, supplier sourcing, auditing, evaluating and documentation in accordance with defined cost and quality standards.Oversee the preparations of procurement inputs for proposals related to the progress of the project such as but not limited to RFPs for material, services, subcontracting etc. Oversee the preparations of procurement inputs for the preparation and/or modification of the project’s prime contract or any other subsequent related contracts (claims, scope variance etc.) Approve the procurement requests related to project(s) received and propose solution from the procurement function to ensure that the orders are requested within the approved budget.Work with Supplier Management team to evaluate potential suppliers for reliability and capability of becoming approved suppliers/vendors and support in setting vendors’ selection criteria and standards.Monitors project procurement work hours and expenditures to ensure operations are within approved budgets. Evaluates changes, prepares appropriate revisions to the work hours budget, and secures required approvals.Research and monitor activities and trends in the relevant supply markets in order to ensure informed commercial decision making on supplier identification, selection and pricing.Conduct the activities involving the identification and establishment of local, regional, and international supply sources in order to identify the most competent vendors. Work closely with internal stakeholders (finance, commercial, legal …) and any stakeholders needed to ensure effective, cost efficient and risk sound procurement process. Resolve complex purchasing problems escalated from buyers with an appreciation of the cost-effectiveness of solutions.Supplier ManagementManage relationships with key vendors and lead contract negotiations for commercial orders to establish lasting and profitable relationships with key suppliers and to get the best value in contracts.Guide the evaluation of suppliers’ performance in collaboration with the relevant procurement teams and develop formalities for inclusion or deletion from the suppliers’ list.Contracts ManagementOversee the contract development process as per specified requirements, including definition/adjustment of terms and conditions, contractual obligations of both parties, etc. in line with the Legal function.Provide any required information to internal/external auditors regarding contract-related processes and practices to ensure communication is properly disseminated to ensure smooth execution of the process.Manage the review of supplier registration forms for authenticity and adherence to approved terms and contracts in order to ensure their prequalification is in line with ARDARA’s policies and local laws.Manage the review of invoices for purchases to ensure that they are in line with contractual agreements and submitted to the Finance division for timely payment approval.Lead, in collaboration with the Legal Affairs team and relevant stakeholders, the investigation of contract breaches during the procurement cycle of projects to ensure that the right action plans and measures are taken, mitigating any relevant risks for ARDARA.Job RequirementsMinimum QualificationBachelor’s degree in business administration, Supply Chain Management or equivalent from a recognized and accredited university.Master’s degree in business administration, Supply Chain Management or equivalent from a recognized and accredited university is desirable.Experience14+ years of professional experience in Supply Chain Management in a fast-paced and dynamic environment in a development organization.A proven track record of assuming responsibility over project procurement.Comprehensive working knowledge of governing bodies, committees, and regulatory organizations for the development sector within KSA.
