This is a senior leadership role with accountability for shaping the S2P transformation agenda, strengthening the operating model, improving end-to-end service performance and enabling technology-led ways of working across Procurement, Contracting, Vendor Management and Purchase-to-Pay.The role requires a credible transformation leader who can operate at executive level, translate business priorities into practical delivery roadmaps, challenge current ways of working, and mobilise cross-functional stakeholders across Group Services, Dubai Holding verticals, DHIT, Procurement and Finance. The successful candidate will be expected to build a high-performing S2P Excellence capability and establish the foundations for measurable, sustainable value realisation.Key Role and ResponsibilitiesEnterprise Transformation ScopeOwn the Source-to-Pay excellence agenda across Procurement, Contracting, Vendor Management, Supplier Enablement and Purchase-to-Pay, ensuring transformation priorities are aligned to business needs and Group Services strategic objectives.Assess current operating models, process performance, governance, system utilisation and customer pain points to identify material improvement opportunities.Develop practical transformation roadmaps, business cases and implementation plans that improve service quality, cycle time, compliance, user experience and value delivery.Delivery Leadership and GovernanceAct as the senior figurehead for S2P transformation, providing direction, challenge and escalation support across complex cross-functional initiatives.Lead prioritisation of transformation opportunities using Voice of the Customer input, operational data, service metrics, risk indicators and strategic value potential.Manage approvals for key transformation documentation, including business requirements, design decisions, delivery milestones, stakeholder sign-offs and change readiness outputs.Partner with DHIT and technology suppliers to ensure system enhancements, Oracle Fusion optimisation and digital enablement initiatives are business-led, well governed and adoption-focused.Stakeholder, Change and Value RealisationBuild trusted relationships with senior stakeholders across Group Services, Dubai Holding verticals, Procurement, Finance, Legal, Risk, Compliance and IT.Work with Change and Communications teams to ensure transformation activity is supported by clear engagement, training, adoption and transition plans.Define measurable success criteria and benefits tracking for each major S2P initiative, ensuring improvements are evidenced through data and embedded into service performance management.Lead, coach and develop the S2P Excellence Team, setting clear priorities, standards and ways of working for a high-performing transformation capability.Indicative Measures of SuccessClear, prioritised S2P transformation roadmap endorsed by senior stakeholders.Improved process efficiency, cycle time, compliance, user adoption and service experience across priority S2P processes.Higher utilisation and optimisation of existing enterprise technology, particularly Oracle Fusion Cloud capabilities.A credible S2P Excellence function recognised for driving practical, measurable and sustainable transformation outcomes.About You:QualificationsDegree-qualified, ideally in Business, Supply Chain, Procurement, Finance, Engineering, Technology or a related discipline.Relevant transformation, procurement, shared services, Lean Six Sigma, change management or programme delivery qualifications would be advantageous.Experience10+ years’ experience in Procurement, Source-to-Pay, Finance operations, shared services or enterprise transformation, including significant exposure to complex multi-business environments.Proven track record leading end-to-end process transformation from opportunity identification and business case development through to delivery, adoption and benefits realisation.Strong understanding of S2P technologies, ERP-enabled process design and Oracle Fusion Cloud capabilities, with the ability to work effectively with IT and implementation partners.Experience engaging senior stakeholders, managing governance forums, resolving cross-functional issues and influencing decisions without relying solely on formal authority.Experience building or leading small expert teams, setting delivery standards and developing capability in transformation, process excellence or service improvement.Skills/CompetenciesDeep knowledge of Source-to-Pay process design, controls, policy alignment, service management and continuous improvement.Ability to convert data, VOC feedback and operational pain points into prioritised transformation opportunities with clear value cases.Strong business analysis capability, including process mapping, requirements definition, KPI design, benefits tracking and transformation reporting.Commercial awareness and understanding of how procurement transformation contributes to efficiency, governance, service quality and enterprise value.About the Benefits:At Dubai Holding, we are committed to nurturing the success and well-being of our colleagues.
