Embedded Senior Consultant, Heritage Resilience and Emergency Management

We are seeking an experienced resilience and emergency management professional to join a 12-month embedded consulting engagement with a government client in Abu Dhabi.Working onsite as a trusted advisor, you will support the development and implementation of a comprehensive preparedness and resilience programme for a diverse portfolio of cultural heritage assets, including museums, archaeological sites and historic locations. The role will focus on strengthening risk management, emergency preparedness and incident response capabilities through an all-hazards approach, covering climate, environmental, operational and site-specific risks.This position requires a hands-on consultant who can integrate effectively within a multidisciplinary team, engage confidently with senior stakeholders, and help deliver practical, sustainable resilience capabilities aligned with the client's broader organisational objectives.RequirementsEssential Extensive experience in emergency management, disaster management, civil defence, public safety or organisational resilience programmes.Strong understanding of risk management principles, including governance models, risk assessment methodologies and mitigation planning.Demonstrated experience working within the Gulf Cooperation Council (GCC) region and familiarity with government governance structures and emergency management environments.Bachelor's degree from a recognised university.Senior-level consulting or advisory experience with the ability to lead workstreams independently and manage stakeholder engagement activities.Proven experience supporting strategic planning, programme development or organisational resilience initiatives.Strong interpersonal and communication skills, with the ability to collaborate effectively within multidisciplinary teams.Willingness to relocate to Abu Dhabi and work onsite throughout the assignment.Availability to commit to a 12-month engagement.PreferredExtensive experience in emergency and disaster management planning within a civil defence, government, or public safety environment, covering an all-hazards approach (e.g., severe weather, fire, flooding, industrial incidents, and other emergencies).Strong understanding of risk management principles, including governance frameworks, risk assessment methodologies, and mitigation planning.Demonstrated experience working within the GCC region, with an understanding of regional government structures, regulations, and emergency management practices.Bachelor's degree from a recognised university (required to support visa and employment processes).Senior-level professional with experience in strategic planning and programme development, capable of operating independently with minimal supervision.Proven ability to integrate effectively into multidisciplinary teams, working collaboratively with subject matter experts and stakeholders.Willingness to relocate to and work from Abu Dhabi for the duration of the assignment.Availability to commit to a 12-month engagement.Desirable RequirementsExisting UAE residency or eligibility to work in the UAE.Experience conducting benchmarking exercises, organisational assessments, and capability reviews.Familiarity with Geospatial Information Systems (GIS) and the application of spatial analysis to risk, resilience, emergency management, or disaster planning programmes.Previous experience supporting government agencies, civil defence organisations, emergency management authorities, or national resilience programmes.BenefitsControl Risks offers a competitively positioned compensation and benefits package that is transparent and summarised in the full job offer.
