Location: Dubai, UAEEngagement Type:ContractSeniority Level: DirectorRole PurposeOwn end-to-end delivery and value realization of the UDP program — acting as the single point of accountability to the client sponsor and steering committee for scope, schedule, budget, quality, regulatory alignment, and stakeholder satisfaction.

Provides executive oversight of the Technical Project Manager and all workstream leads.Required Experience & QualificationsBachelor's or Master's degree in Computer Science, Information Systems, Engineering, or related field; MBA an advantage.15+ years total experience, including 8+ years leading large-scale data/digital transformation programs at engagement or program-director level.Demonstrated delivery of enterprise data platform / lakehouse programs (e.g., Databricks, Dremio, Snowflake, Azure/AWS/GCP-based) — ideally within government or other regulated sectors.Direct exposure to UAE/GCC public-sector digital transformation programs; working knowledge of the DDA framework (including its predecessor Dubai Data Establishment/Smart Dubai structures), Dubai Pulse, and data classification requirements is strongly preferred.Track record managing multi-million-dirham/multi-year contracts and multi-vendor delivery ecosystems.Strong executive presence, negotiation, and stakeholder management skills, including with government entities.Certifications: PMP, PRINCE2, or equivalent program leadership certification preferred; TOGAF or equivalent architecture governance familiarity is a plus.English fluency mandatory; Arabic proficiency preferred, not mandatory.Current UAE work eligibility / market availability strongly preferred; existing UAE public-sector network is an advantage.Success MetricsOn-time, on-budget, in-scope program deliveryClient satisfaction (CSAT/NPS) and steering committee confidenceFormal compliance/regulatory sign-off milestones metContract margin and commercial performanceTeam retention and capability development
