HSE MANAGER – LUXURY HOSPITALITY PROJECTSLocation: RiyadhReporting To: Project Director / Project ExecutiveSector: Luxury Hospitality / Hotels / Resorts / Mixed-UseEmployer: Tier-1 / International ContractorROLE PURPOSELead the Health, Safety & Environmental function for a major luxury hospitality development, ensuring world-class HSE performance, regulatory compliance and a strong Zero Harm culture across the project. The HSE Manager will provide strategic leadership to project management, construction teams and subcontractors, while serving as the principal HSE interface with the Client, PMC, Consultant and relevant Saudi authorities.KEY ACCOUNTABILITIESLead and implement the project HSE strategy, governance and assurance framework in line with company, client and Saudi requirements.Drive a proactive Zero Harm culture, embedding safety leadership and accountability at every level of the project.Ensure compliance with applicable KSA HSE legislation, Saudi Building Code, Civil Defense requirements, ISO 45001/14001 and contractual obligations.Provide senior HSE leadership across all construction, MEP, façade, fit-out, commissioning and specialist hospitality works.Identify and manage critical project risks including lifting, work at height, temporary works, excavation, electrical, confined space, hot works, fire/life safety and SIMOPS.Lead HSE governance of all subcontractors and specialist contractors, ensuring consistent standards and performance.Establish robust risk assessment, Permit-to-Work, RAMS, inspection, audit and assurance systems.Lead incident prevention, investigation and root-cause analysis, ensuring effective corrective and preventive actions.Develop and maintain effective Emergency Response and Crisis Management arrangements.Oversee occupational health, worker welfare, heat-stress management and environmental performance.Establish meaningful leading and lagging HSE KPIs, dashboards and executive reporting.Conduct regular leadership safety tours, management reviews and performance interventions.Act as the senior HSE representative in Client/PMC/Consultant meetings and regulatory engagements.Empower the HSE team with the authority to intervene and stop unsafe work where required.Continuously improve project HSE performance through benchmarking, lessons learned and industry best practice.CANDIDATE PROFILE12–18+ years of progressive HSE experience in major construction/EPC environments.5+ years in HSE Manager / Senior HSE leadership roles on major projects.Proven experience with Tier-1/international contractors.Strong track record in luxury hotels, resorts, hospitality, mixed-use or mega developments.Previous KSA/GCC experience is highly preferred.Experience managing large, multicultural workforces and multiple specialist subcontractors.Strong Client, PMC, Consultant and authority-facing experience.Demonstrated delivery on large-scale, high-value projects.QUALIFICATIONSDegree in HSE, Engineering, Environmental Science, Construction Management or related discipline.NEBOSH International Diploma or equivalent – preferred.NEBOSH IGC – minimum.ISO 45001 Lead Auditor/Internal Auditor – preferred.ISO 14001 knowledge/qualification – preferred.Relevant professional HSE membership/certifications.CORE COMPETENCIESStrategic HSE Leadership | Construction Safety | Risk Management | Contractor Management | Saudi Regulatory Compliance | Client & Stakeholder Management | Incident Prevention | Emergency Management | HSE Assurance | Environmental Management | Safety Culture | Executive ReportingSUCCESS PROFILEThe successful candidate will be a visible, credible and commercially astute HSE leader capable of influencing senior project leadership while maintaining uncompromising safety standards.Experience delivering 5-star hospitality or destination projects in Saudi Arabia, particularly within a Tier-1 contractor environment, will be a significant advantage.
