Key Responsibilities:Support the Ministry in establishing, activating, and operationalizing the organizational unit, including contributing to the development of its organizational structure, operating frameworks, workflows, roles and responsibilities, and the necessary arrangements to ensure the unit’s readiness, effective performance, and sustainability of operations.Conduct a specialized review of policies and procedures related to seized and recovered assets throughout their various stages, ensuring their alignment with the Ministry’s objectives and the unit’s mandate, as well as their compliance with relevant laws and regulations, regulatory frameworks, international standards, and best practices.Contribute to capacity building and institutional and technical development within the unit through the design and delivery of training and knowledge-transfer programs, with the aim of enhancing employees’ technical and specialized capabilities in the areas of asset recovery and the management of seized and recovered assets.Support the preparation of specialized reports, studies, and analyses related to seized and recovered assets, and provide technical support in their preparation, review, and submission to the relevant national authorities and stakeholders, in accordance with applicable requirements and procedures.Contribute to enhancing the Ministry’s readiness to meet the requirements of the Financial Action Task Force (FATF), particularly those related to asset confiscation, asset recovery, and the management of seized and recovered assets, and support the Ministry in preparing for international assessments and reviews, including the preparation of relevant data, reports, and documentation and addressing related technical requirements.Support the periodic update and enhancement of relevant policies, procedures, forms, and guidelines, taking into account legislative, regulatory, and operational developments, as well as international standards and best practices, and in line with the needs of the Ministry and the unit.Qualifications and Experience:Minimum Academic Qualifications level: A relevant university degree (bachelor’s or master’s degree), A degree in Law, Finance, or a related field.Minimum years of Experience: A minimum of 15 years of professional experience in Anti-Money Laundering (AML), Countering the Financing of Terrorism (CFT), financial crimes, and asset recovery.Professional Certificates: Holds internationally recognized professional certifications from specialized organizations such as the Association of Certified Anti-Money Laundering Specialists (ACAMS), the International Compliance Association (ICA), or other equivalent international professional bodies.Registered or accredited as an expert or consultant with international entities or organizations in the field of Anti-Money Laundering (AML) and Countering the Financing of Terrorism (CFT).Competencies and Skills:Leadership and Knowledge Transfer.Analytical Thinking.Effective Communication.Time and Priority Management.Teamwork.Decision Making.FATF/FSRB Mutual Evaluation Methodologies, with a leadership role in at least one mutual evaluation.Leading strategies and action plans related to seizure, confiscation, and asset recovery at both national and international levels.Policy development and preparation of international reports.Project Management.Data Analysis.Strategic Planning.
