Job PurposeProvide high‑level strategic, financial, governance, and performance advisory to the CEO. Lead integrated financial–strategic consulting workflows, strengthen financial and KPI frameworks, and steer cross‑domain financial and investment studies to support institutional direction.Provide advisory and support leadership in shaping long‑term strategy by delivering advanced financial assessments, feasibility analysis, investment evaluation, risk modelling, and financial impact assessments of strategic initiatives. Leverage foresight, and analytics to enhance financial sustainability, resource allocation efficiency, and institutional value creation.Provide advisory and support leadership in shaping long‑term strategy by delivering advanced feasibility assessments, strategic and policy analysis, investment and business cases, governance frameworksThe role serves as a trusted advisor to senior leadership on strategic choices, investment prioritisation, operating and business models, and governance capability in line with public sector best practiceResponsibilitiesStrategyProvide authority and sector‑level strategic financial, investment, and sector advisory to the CEO, including financial policy insights, investment analysis, and governance recommendations.Lead, review, and advise on strategic, economic, financial, and delivery feasibility assessments, including investment appraisals, cost–benefit analyses, and preparation and assessment of business cases to support executive and government decision‑making.Assess and advise on sector and infrastructure strategies, ensuring alignment with government priorities, long‑term objectives, and sustainability goals, and support the evaluation, prioritisation, and translation into implementable initiatives and investment pipelines.Monitor government strategic directions and legal or regulatory changes related to investment, sustainability, mobility, and innovation, and advise management on required alignment or adoption actions within the sector scope.Review and assess public sector and infrastructure‑related policies for alignment, effectiveness, and coherence with strategic, financial, and governance frameworks, and advise on policy improvements, impacts, risks, and implementation considerations.Advise on governance frameworks, decision‑making structures, accountability models, and operating models for complex infrastructure organisations, supporting institutional maturity and effective oversight.Assess and advise on business, funding, financing, and delivery models, including alternative and partnership‑based approaches, to ensure financial sustainability and long‑term public value.Provide expert advisory on portfolio, programme, and project management frameworks, supporting evidence‑based decision‑making, portfolio optimisation, performance assessment, and benefits realisation across major infrastructure investments.Prepare high‑quality strategic briefs, analyses, and recommendations for executives, boards, and committees, and act as a trusted advisor on complex strategic, policy, governance, and investment matters.Strengthen financial governance and policy oversight by reinforcing financial governance systems, ensuring alignment with entity policies and government regulations, and monitoring compliance with regulatory and financial control frameworks.ProcessLead and support the implementation of Director General, Board, and CEO directives, translating decisions into financial governance actions, investment‑related committee resolutions, KPI adjustments, and formally documented closures.Monitor sector programmes and projects from a financial and strategic perspective, evaluating risks, financial performance, and benefits, and contributing to enterprise‑level reporting and dashboards for the CEO.Identify, assess, and mitigate financial, operational, and institutional risks, proposing corrective and preventive measures to safeguard financial resilience and value realisation.Review and coordinate with relevant units on financial data, investment cases, proof‑of‑concepts, and supporting analyses, ensuring consistency and alignment with approved institutional strategies and documentation.Coordinate with internal units to ensure financial governance safeguards, regulatory alignment, and completeness of documentation for investment‑related and strategic initiatives.Enhance governance and policy oversight by reinforcing financial governance systems, monitoring compliance, and ensuring alignment with regulatory frameworks and financial controls according to the entity policies/government regulation.Identify and mitigateinstitutional risks acrosssafety, financial, operational, and reputational domains. Propose effective mitigation measures to safeguard organizational resilienceProduct/Process ImprovementReview sector service development plans; validate financial data accuracy; assess governance/business‑case change requests prior to submission; support follow‑up on improvement plans (benefits realization, KPI integrity, financial signoffs).Support feasibility studies and financial analyses related to financial sustainability, revenue growth, investment performance, and operational efficiency.Provide advisory observations on templates, procedural manuals, and guidelines to enhance financial governance quality and consistency of analytical outputs.QualificationsBachelor’s degree in Engineering, Economics, Finance, Public Policy, Business Administration, or a related fieldMust have 12+ Years of experience in case of Master’s degree (14+ years in case of Bachelor’s degree)Must have proven experience in feasibility studies, investment appraisal, and business case development for large scale infrastructure projects.Must have demonstrated experience in portfolio, programme, and project management advisory, preferably in the public sector or regulated environments.Must have strong exposure to governance frameworks, operating models, and institutional design.Must have experience working with or advising government entities, infrastructure authorities, or large public organizations.Must have a proven track record of driving strategic initiatives that deliver measurable business value and return on investment (ROI).
