Salary: $145,000 - 185,000/yearThis position allows for 2 days per week remote / work from home. The Senior IT Project Manager leads complex, cross-functional information technology initiatives across four core domains: Web Modernization, Cybersecurity, Data Governance & Analytics, and Infrastructure/Systems Engineering. This role directly advances HHS’s mission to protect the health and well-being of all Americans by driving public-facing portal updates, securing sensitive health data, maintaining HIPAA/FISMA compliance, and modernizing population health IT ecosystems.ResponsibilitiesLead the end-to-end design, development, and maintenance of public-facing web portals and internal health systems.Drive digital transformation to modernize legacy web platforms, ensuring 21st Century IDEA Act compliance, 508 accessibility, and seamless public health communication.Manage User Experience (UX) and User Acceptance Testing (UAT) campaigns with clinical, operational, and non-technical stakeholders.Partner with the Chief Information Security Officer (CISO) to oversee FedRAMP cloud implementations, Zero Trust Architecture transitions, and continuous monitoring.Manage the Authority to Operate (ATO) lifecycle and enforce strict compliance with FISMA, NIST SP 800-53, HIPAA/HITECH, and OMB mandates.Implement robust cybersecurity risk-mitigation strategies to safeguard protected health information (PHI) and personally identifiable information (PII).Oversee data engineering pipelines, interoperability projects, and data analytics initiatives supporting national disease tracking and health equity goals.Implement Federal Data Strategy guidelines, ensuring data integrity, standardized data-sharing agreements, and secure inter-agency data exchanges.Maintain scope, schedule, budget, and quality metrics across agile, waterfall, and hybrid project management frameworks.Facilitate Capital Planning and Investment Control (CPIC) reporting, Earned Value Management (EVM), and TechFAR/FAR acquisition activities.Draft and deliver executive briefings, status dashboards, and risk mitigation strategies to senior executive leadership and agency directors.QualificationsBachelor's or Master’s degree in Computer Science, Information Systems, Health Informatics, or a related field.U.S. Citizenship required.Active Public Trust clearance or ability to pass a Moderate-to-High Background Investigation.8+ years of IT project management experience leading complex technology programs.3+ years of direct experience working within federal health agencies (e.g., HHS, FDA, CDC, NIH, CMS, or VA).
